Seoul City Urgently Inspects Illegal Subcontracting at Redevelopment and Reconstruction Demolition Sites

[Asia Economy Reporter Kim Hyemin] The Seoul Metropolitan Government announced on the 20th that it will conduct a fact-finding inspection of 16 redevelopment and reconstruction demolition sites managed by associations by the end of next month.


The city has decided to prioritize urgent inspections of demolition sites adjacent to roads. Nine redevelopment and reconstruction associations are subject to this inspection. Subsequently, inspections will be conducted on seven maintenance projects that are either in the early stages of demolition or waiting to start construction after demolition is complete. Each area is expected to be inspected over a period of five days.


For the urgent fact-finding inspection of redevelopment and reconstruction associations currently undergoing construction, a joint inspection team of 21 members, consisting of Seoul city and district officials and external experts, will be deployed in three groups. Each group will conduct inspections in three rounds with seven members each. The plan is to inspect all aspects of demolition contracts, including service contracts, illegal subcontracting contracts, paper company license lending, and accounting processing.


If any illegal activities are detected during the inspection process, strict measures such as requesting investigations by judicial authorities will be taken. For minor violations or cases requiring improvement in demolition site management, administrative actions such as correction orders will be implemented.


Kim Seongbo, Head of the Housing and Architecture Headquarters of Seoul City, stated, "We plan to focus on illegal activities caused by illegal subcontracting contracts to prevent accidents at demolition sites," adding, "We will continuously conduct fact-finding inspections to establish a fair subcontracting order where all construction processes are carried out under the responsibility of the primary contractor and develop countermeasures accordingly."
