Establishment of Supervisor Placement Standards for Building Demolition Work "Preventing Recurrence of Gwangju Accident"

Ministry of Land, Infrastructure and Transport Passes Building Management Act Amendment Bill in Subcommittee

[Asia Economy Reporter Kangwook Cho] The Ministry of Land, Infrastructure and Transport announced on the 16th that the amendment to the Building Management Act, which introduces resident supervision and a construction commencement reporting system during demolition work, was passed at the Land, Infrastructure and Transport Committee's bill subcommittee held the previous day. Accordingly, the Ministry explained that by verifying the contract status with supervisors at the time of construction commencement reporting and assigning resident supervisors to high-risk construction sites, the safety management of demolition work is expected to be strengthened.


Through this amendment, the placement standards for supervisors can be differentiated according to the risk level of demolition work. Previously, there was no distinction between resident and non-resident supervision during demolition supervision, resulting in most being operated as non-resident supervision. This amendment aims to secure the safety of demolition work by differentiating the placement standards of supervisors, such as assigning resident supervisors to high-difficulty demolition work or sites with high adjacent land risks.


In addition, construction commencement reporting will be made mandatory for demolition permits of buildings. Currently, there is no construction commencement reporting procedure after demolition permits, making it difficult to verify compliance with supervision contracts and changes to demolition plans. Going forward, according to the new standards, the contract status between the building manager and the designated supervisor will be confirmed at the time of construction commencement reporting, and fines will be imposed on those who fail to report.


This amendment is scheduled to be implemented three months after promulgation, following approval by the full Land, Infrastructure and Transport Committee, the Legislation and Judiciary Committee, the plenary session, and the President's approval.


Junghee Eom, Director of Building Policy at the Ministry of Land, Infrastructure and Transport, stated, "To strengthen the safety of building demolition work and improve the consistency of the supervision system operation, placement standards for supervisors have been established along with the introduction of the construction commencement reporting system." She added, "Through the currently operating Central Accident Investigation Committee, we will thoroughly investigate the causes of the Gwangju demolition site disaster and prepare effective measures to prevent recurrence."
