[Asia Economy Reporter Park Jong-il] 'Resident General Assembly,' where each neighborhood's residents' autonomy committee and residents directly discover local issues, establish, and decide on resident autonomy plans, will be held in all 20 neighborhoods of Seongbuk-gu (Mayor Lee Seung-ro).
The 'Resident General Assembly' is a public forum for residents to deliberate and finalize resident autonomy plans through discussing issues discovered directly by residents in their neighborhood, serving as a venue for direct democracy.
Seongbuk-gu marks this year as the inaugural year for expanding residents' autonomy committees, starting with Donam 1-dong on June 15, and plans to hold general assemblies sequentially in all 20 neighborhoods over one month until July 10.
Considering the COVID-19 situation, online and offline advance voting using various media will be conducted again this year, and meetings will be broadcast online via YouTube and Zoom to prepare a Resident General Assembly that allows more residents to participate.
In this Resident General Assembly, agendas proposed by residents and deliberated by the residents' autonomy committee will be finally decided through resident voting. Any resident living or active in the respective neighborhood can participate in the resident vote. The resident autonomy plans decided at the Resident General Assembly will be linked and executed through projects such as the '2022 Resident Autonomy Activity Support Project' and the '2022 Seoul City Neighborhood-level Citizen Participation Budget Project.'
Lee Seung-ro, Mayor of Seongbuk-gu, stated, "The Resident General Assembly is a vivid site of resident autonomy," and added, "We hope many residents will show interest and participate in the Resident General Assembly so that the true residents' autonomy committee of Seongbuk-gu, the number one place for resident autonomy, can be realized."
