Selected and Conducted Among 155 Projects by the Dedicated Agency
[Asia Economy Reporter Cha Min-young] The Korea Communications Agency (KCA) announced on the 14th that it will conduct a three-week on-site inspection of the Broadcasting and Communications Development Fund and the Information and Communications Promotion Fund projects until the 30th.
Starting this year, the inspection, which was previously conducted solely by KCA, has been expanded to include joint participation from officials in charge at the Ministry of Science and ICT and other dedicated agencies. This allows project managers to benchmark successful aspects of fund project execution and identify potential issues in advance.
KCA, as the managing institution operating and overseeing the Broadcasting and Communications Development Fund and the Information and Communications Promotion Fund, selectively conducts this on-site inspection among a total of 155 projects carried out by dedicated agencies funded by these funds. The purpose is to prevent corruption and fraud and to proactively avoid government financial leakage.
Based on project characteristics such as high-risk projects, full budget execution by dedicated agencies, projects conducted by associations and organizations, and those carried out by R&D specialized institutions, 25 projects were selected for inspection. Fourteen institutions including the Korea Intelligent Information Society Agency, the National IT Industry Promotion Agency, the Korea Internet & Security Agency, and the Korea Radio Promotion Association are targeted. In particular, among the 25 projects, it will closely examine whether the 13 projects in the Digital New Deal business sector are being implemented without any setbacks.
This inspection is the first since the enactment and revision of the fund operation and management regulations and supplementary guidelines completed on March 31. Through the inspection, the current status of whether the revised regulations are being properly applied to project execution will be assessed. Any on-site difficulties and requests for system improvements will be addressed through the 'ICT Fund Project System Improvement Task Force.' This aims to enable companies participating in ICT fund projects to pursue fund projects freely and creatively.
Jung Han-geun, President of KCA, stated, "We expect this on-site inspection to be a practical review that helps dedicated agencies carrying out projects under the Broadcasting and Communications Development Fund and the Information and Communications Promotion Fund to perform their projects better," adding, "It will be conducted safely in compliance with COVID-19 prevention guidelines."
