Local Autonomy Talent Development Institute to Conduct Online Training for Cambodian Senior Officials from 8th to 14th

Transferring Korean Administrative Cases and Success Strategies to Southeast Asia

[Asia Economy Reporter Lim Cheol-young] The Local Autonomy Human Resources Development Institute of the Ministry of the Interior and Safety announced on the 7th that it will conduct an online training course on the development of human resources for local government officials in Cambodia for 22 high-ranking officials in charge of human resource development and management in Cambodia, jointly with the Korea International Cooperation Agency (KOICA), for seven days starting from the 8th.


This training course, conducted as part of KOICA's global training project to support the operation of the National School of Local Administration (NASLA), which is responsible for training local government officials in Cambodia, and the implementation of the Local Government Officials Capacity Building Strategy (2019?2023), will be attended by six deputy governors from various provinces in Cambodia and the director of NASLA.


Recently, Cambodia is in a situation where government reform and capacity building of public officials are necessary for continuous economic growth and development. This training course was prepared at the request of the Ministry of Interior of Cambodia, and from 2021 to 2023, it will transfer Korea’s know-how in public official education and training, curriculum development, and teaching methods.


In the first year, this year, support will be provided for Cambodian government reform and sustainable development through sharing Korea’s economic development and the role of public officials, as well as Korea’s e-government policies and innovation cases. Additionally, by sharing experiences such as the development process and key contents of Korean public official education and training, and changes in human resource development strategies in the public sector according to social changes, it will also contribute to human resource development and future strategy establishment.


In particular, trainees will have time to examine the current status of Cambodian public official education and training in light of Korean cases and derive improvement measures, so that the applicability in their actual work after the training is enhanced.


Meanwhile, since its establishment in 1965, the Local Autonomy Human Resources Development Institute has supported government innovation and local autonomy development through the education of local government officials for over half a century. Since 2000, it has operated 192 capacity-building training courses for foreign public officials from countries such as Mongolia, Peru, and Uganda for 21 years. Cambodia has participated in a total of 17 courses, with 108 people having completed them to date. The institute has established an online network for them and continuously provides information on Korean administration and policy trends.


Kim Jang-hoe, president of the Local Autonomy Human Resources Development Institute, said, “Through this training, we hope that Korea will support Cambodia’s national development as a model country in the international community and that it will be a great opportunity to strengthen friendly cooperation between Korea and Cambodia.”
