Enhancing Safety and Choice of Identity Verification Methods
Alongside Notification Revision
[Asia Economy Reporter Cha Min-young] The Korea Communications Commission announced the '2021 Designation Review Plan for Identity Verification Agencies' on the 18th.
With recent technological advancements, services utilizing identity verification tasks such as MyData and mobile electronic notifications have expanded, increasing the demand for identity verification. Accordingly, the KCC plans to improve the current method of on-demand application and review by pre-establishing and announcing a new review plan for identity verification agencies that considers the demand from applicant corporations, enabling more efficient and systematic reviews. This year, the review will begin in June.
Corporations wishing to be designated as identity verification agencies must submit a demand survey to the KCC between the 20th and 24th of this month. An explanatory session will be held on the 25th, mainly for those corporations that submitted the demand survey. Applications for designation review can be submitted in person at the KCC from June 7th to 9th.
According to the criteria for designation of identity verification agencies (KCC notification), the review results will be notified within 90 days (with a possible 30-day extension) from the date of application receipt. The review is based on a total of 92 items, including physical, technical, and managerial action plans, technical capability, financial capability, and appropriateness of facility scale. It assesses whether the applicant has the ability to perform identity verification tasks safely and reliably.
Meanwhile, the KCC will also review revisions to the notification to improve the overall designation and management of identity verification agencies. The current review method, which requires all 92 review items to be rated as 'compliant,' will be reconsidered to develop a plan for stricter reviews focusing on key review items. Additionally, the review criteria will be updated to reflect technological advancements, and post-management procedures such as conditional designation and changes to business plans will be revised.
Chairman Han Sang-hyuk stated, “With technological advancements and the emergence of various services, the importance of identity verification tasks is being emphasized. We will thoroughly review and inspect identity verification agencies and promote system improvements so that the public can safely and conveniently use various identity verification methods.”
Meanwhile, under Article 23-3 of the current Act on Promotion of Information and Communications Network Utilization and Information Protection, etc., the KCC may designate as identity verification agencies those recognized as capable of safely and reliably performing the development, provision, and management of alternatives to resident registration numbers on information and communications networks. Currently, 19 identity verification agencies providing verification methods such as i-PIN, mobile phones, credit cards, and public certificates have been designated.
