Yeongdeungpo-gu Challenges Zero Flood and Wind Damage in Dorimcheon

Supplementary Operation of Four Safety Measures to Prevent Isolation Accidents in Dorimcheon...Improvement of Control Manual, Remote Entry-Exit Blocking Facilities, Establishment of Joint Response System with Adjacent Local Governments, and Risk Alert Service for Vulnerable Pedestrians

Yeongdeungpo-gu Challenges Zero Flood and Wind Damage in Dorimcheon Remote blocking facility installed at the Dorimcheon access road

[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Chae Hyun-il) announced that it will minimize flood damage in Dorimcheon Stream through strengthened safety measures.

Due to recent climate change, the frequency of typhoons and rainfall amounts have shown a clear increasing trend, so the focus is on preventing safety accidents in rivers in advance and establishing a flawless safety net against summer disasters and safety accidents.

Yeongdeungpo-gu is surrounded on three sides by rivers, and most of the area is low-lying, making it vulnerable to heavy rain.

In particular, Dorimcheon Stream, which passes through Dorim-dong and Daerim-dong in Yeongdeungpo and Sindorim-dong and Guro-dong in Guro-gu, has a narrow river width, causing water levels to rise rapidly even during localized heavy rain. Due to the structural characteristics of a covered road and vertical walls above the river, escape is difficult except through the entrance and exit during emergencies, often causing residents to become isolated.

Accordingly, the district plans to thoroughly establish a proactive and thorough safety response system to protect the lives and property of residents by supplementing and operating this year's Dorimcheon flood safety measures.

First, the Dorimcheon control guidelines, which were flexibly implemented according to rising water levels until last year, have been significantly revised. From this year, control and patrol will be conducted immediately upon rainfall forecasts to secure the golden time for resident evacuation.

Second, remote entrance and exit blocking facilities will be installed at 14 access points to Dorimcheon Stream to establish and operate a faster control system.

Third, the district will establish the same control standards and real-time communication systems with adjacent autonomous districts (Gwanak, Dongjak, Guro) to strengthen immediate and systematic prevention and recovery through a joint response system.

Lastly, a risk alert service for vulnerable pedestrians will be implemented targeting elderly and others living within 300 meters of Dorimcheon Stream to preemptively block potential risks to life and property.

Additionally, during the flood season, the district will operate the Flood Disaster Safety Countermeasures Headquarters continuously, provide public official care services for intensive management of flood-vulnerable households, and focus all efforts on preventing safety accidents through the activities of 24 flood response teams.

Chae Hyun-il, Mayor of Yeongdeungpo-gu, stated, “Safety accidents can occur in an instant when we are careless, so the importance of thorough preventive plans cannot be overstated. To create a safe Yeongdeungpo without isolation accidents or flood damage, please refrain from approaching rivers during rainfall forecasts and familiarize yourself with emergency action guidelines in advance, actively cooperating with safety measures.”
