Interest Grows in Non-Regulated Areas... Which Units Allow Resale of Pre-Sale Rights?

Apartments in non-regulated local areas are gaining attention as high-value investment destinations. It appears that not only local residents but also outside investors from Seoul and other regions are flocking to certain areas free from various regulations such as subscription and pre-sale rights transfer.


In particular, with the recent series of real estate measures increasing the tax burden, the popularity of new complexes for sale in non-regulated areas is rising even more. This is because the tax burden can be significantly reduced when holding tax and capital gains tax are heavily imposed, and the loan qualification requirements are not stringent.


According to data from the Korea Real Estate Board, the proportion of transactions by outsiders is also high in non-regulated areas. For example, in Gangwon-do, the proportion of transactions by outsiders in the first quarter of this year (January to March) was 31.72%, exceeding the metropolitan area average (27.03%).


Among these, Doosan Construction is launching ‘Samcheok Central Doosan We’ve’ in the Samcheok-si area of Gangwon-do. It will be developed on a scale of 736 households across 6 buildings, from 4 basement floors to 36 above-ground floors, with exclusive areas ranging from 74 to 114㎡. The ‘Season 2’ opening will take place on Saturday, May 15, along with special benefits.


Since it is a non-regulated area, the pre-sale rights can be transferred immediately after the contract, which is expected to attract high interest not only from actual users but also from investors. In particular, if you contract for some housing types that are currently undersubscribed, such as exclusive 74㎡ A·B and exclusive 84㎡ B, there is the advantage that these do not count toward the number of houses owned.


Regarding location conditions, Jeongra Elementary School is about a 5-minute walk away, and educational facilities such as Samcheok Elementary, Cheonga Middle, Samcheok High, and Samcheok Girls’ High are concentrated nearby. About 1 km from the complex are Homeplus (Samcheok branch), Hanaro Mart (Gyodong branch), and Samcheok City Health Center, with abundant green spaces such as Gyodong Park, Bonghwangsan Forest Bathing Area, and Saecheonyeon Amusement Park. The East Sea is located within a 1 km straight-line distance, allowing some units to have sea views.


In terms of transportation, using National Route 7 along the East Coast allows quick access to neighboring areas. It is also easy to use the Yeongdong Expressway via the Donghae Expressway and the Seoul-Yangyang Expressway. Since the opening of KTX Donghae Station about 15 minutes by car in March last year, accessibility to Seoul and the metropolitan area via the railway network has been further improved.


The Donghae Line electrification project connecting Pohang in Gyeongsangbuk-do and Donghae in Gangwon-do began construction with a goal of completion in 2022. Once the line opens, travel time from Busan to Gangneung is expected to be reduced by about 40 minutes. Additionally, in August last year, the Jecheon-Yeongwol section of the Pyeongtaek-Samcheok East-West Expressway, which was an unstarted section, passed the preliminary feasibility study, and the remaining Yeongwol-Samcheok section is expected to gain momentum for promotion.
