Dongjak-gu Publishes Installation Manual for Convenience Facilities for Transportation-Vulnerable Groups Including Disabled Persons


[Asia Economy Reporter Park Jong-il] Dongjak-gu (Mayor Lee Chang-woo) has newly published the 'Manual for the Installation of Convenience Facilities for Transportation Vulnerable Groups including Persons with Disabilities, the Elderly, and Pregnant Women,' reflecting the amendments to the 'Act on the Guarantee of Convenience for Persons with Disabilities, the Elderly, Pregnant Women, etc.'


The district, in consultation with the 'Dongjak-gu Convenience Promotion Technology Support Center,' added illustrations of best practices and cases to avoid to the 'Manual for the Installation of Convenience Facilities for Transportation Vulnerable Groups,' making the content about convenience facilities for persons with disabilities easy for anyone to correctly understand.


The manual is broadly composed of ▲ the necessity of convenience facilities and classification by type of transportation vulnerable groups ▲ installation standards such as pedestrian space and level differences on sidewalks and roadways ▲ application targets and detailed standards for mandatory installation of convenience facilities within buildings ▲ barrier-free living environment certification indicators ▲ enforcement targets and fine imposition standards for parking spaces exclusively for persons with disabilities.


It also includes content such as securing an effective sidewalk width of at least 2.0 meters, excluding street trees and facilities, to allow wheelchair users to pass when installing sidewalks and roadways.


According to the Act on the Guarantee of Convenience for Persons with Disabilities, the Elderly, Pregnant Women, etc., the installation of convenience facilities is mandatory when new construction or other building activities occur for buildings above a certain scale, and detailed provisions are presented according to facility types such as intermediary facilities, internal facilities, sanitary facilities, and guidance facilities.


Additionally, as violations of parking spaces exclusively for persons with disabilities increase every year, the manual clearly explains the imposition of fines along with violation cases: a fine of 100,000 KRW for illegal parking in disabled parking spaces, 500,000 KRW for obstructing parking, and 2,000,000 KRW for transferring, lending, or misuse of parking permits.


The newly published manual has been distributed to welfare facilities for persons with disabilities in the region and posted on the district office website’s ‘News - Our Dongjak - Notices’ board and blog, making it easily accessible to all residents.


Furthermore, the district inspects the proper installation of convenience facilities for persons with disabilities before building use approval, conducts annual surveys on the status of such facilities in already approved buildings, requests corrections and supplements for non-compliant matters, and annually maintains convenience facilities for persons with disabilities at Dongjak-gu community centers and other district offices.


Lee Sun-hee, Director of the Senior and Disabled Division, said, “We expect the newly published manual to enhance understanding of convenience facilities for transportation vulnerable groups including persons with disabilities,” and added, “We hope it will be widely used as a guideline when installing convenience facilities for transportation vulnerable groups.”
