Jeongeup-si Accelerates Collection of Overdue Non-Tax Revenues


[Asia Economy Honam Reporting Headquarters Reporter Kim Jaegil] Jeongeup City, Jeonbuk Province, is stepping up efforts to collect overdue non-tax revenues to enhance the soundness of local finances.


According to the city on the 14th, the total outstanding amount of local non-tax revenues was 5.94 billion KRW (general account) as of last month.


Accordingly, the city has designated the period from the 10th of this month to the 4th of next month as the first half-year intensive collection period for overdue non-tax revenues, aiming to collect more than 30% of the total outstanding amount.


To clear the overdue amounts, the city plans to analyze and organize overdue non-tax revenue data and send delinquency notices mainly through the Non-Tax Revenue Collection Team and the Traffic Department’s Fine Management Team to encourage payment.


If payment is not made, the city intends to impose restrictions on licensed businesses and seize assets, salaries, claims, and owned vehicles.


Additionally, for seized real estate and vehicles, the city will analyze practical benefits and, after announcing a public auction, request the Korea Asset Management Corporation to conduct the auction.


In particular, for vehicles with outstanding fines related to automobiles, which account for more than 57% of the overdue non-tax revenues, a mobile collection team will be formed and operated.


The mobile team will confiscate license plates of vehicles with overdue amounts exceeding 300,000 KRW, and from late this month, it will also confiscate license plates of vehicles owned by delinquent payers residing outside the region.


A city official stated, “Non-tax revenues, along with local taxes, constitute an important part of the city’s finances. Although this is a difficult time due to COVID-19, we will carry out strong collection activities targeting high-amount and chronic delinquent payers to improve the city’s financial condition.”
