[Asia Economy Reporter Jong-il Park] Yeongdeungpo-gu (District Mayor Chaehyun Il) introduces the ‘Citizen Application Real-Name System,’ which operates the application period for the policy real-name system year-round to enhance citizen participation, ensuring transparency and accountability in policy formulation and execution, and promoting citizens' right to know.
The ‘Policy Real-Name System’ is a system that records the affiliation, position, and name of those involved in the decision-making and execution process of major policies and discloses this information on the website. Since its first implementation in 2013, the district has disclosed and managed a total of 185 projects, striving for transparent district administration.
The ‘Citizen Application Real-Name System’ is a participation channel established so that projects reflecting citizens' demands can be disclosed when selecting policy real-name disclosure projects. Unlike the previously limited application period, from this year, applications will be accepted year-round.
Additionally, a separate ‘Citizen Application Real-Name System’ section has been newly created on the district website to activate citizen participation and strengthen communication on major policies.
Any citizen interested in district administration and the policy real-name system can apply for disclosure. Applicants can download the application form from the district website, fill in the policy name and reasons for disclosure, and submit it by visiting the Yeongdeungpo-gu Office Planning and Budget Division, sending it by mail, or emailing the person in charge at dlrlgh28@ydp.go.kr.
Submitted projects will be reviewed and resolved by the ‘Policy Real-Name System Deliberation Committee,’ which is organized to select key management target projects along with projects independently selected by the district. The final selected projects will be disclosed on the website.
The selection criteria for key management target projects include ▲ major core task projects of district administration ▲ projects with a large-scale budget of 1 billion KRW or more ▲ research services of 100 million KRW or more ▲ matters related to the enactment, revision, or abolition of autonomous regulations ▲ projects significantly affecting citizens' rights and obligations ▲ projects applied for by citizens and other projects requiring focused management. However, projects subject to non-disclosure under the Information Disclosure Act, simple complaints inconsistent with the purpose of the policy real-name system, unclear or unidentifiable application contents, etc., are excluded from disclosure.
Yeongdeungpo-gu Mayor Chaehyun Il stated, “Through the improvement of the Citizen Application Real-Name System, we expect it will greatly help strengthen accountability in policy promotion and operate a trusted district administration.” He added, “We ask for active interest and participation from citizens for transparent and substantial district administration.”
