"Merit of 'Proactive Administration' Questioned for Effectiveness?... Dongjak-gu Conducts Proactive Administration Training for All Employees"


[Asia Economy Reporter Jongil Park] Dongjak-gu (Mayor Changwoo Lee) conducted proactive administration training for all employees on the 30th of last month to promote an active and dynamic organizational culture within the public service.


In accordance with social distancing measures to prevent COVID-19, those responsible for integrity measurement tasks attended the training face-to-face at the district office auditorium, while all other employees participated remotely via real-time TV broadcast.


Im Taekjin, Deputy Director of the Regulatory Coordination Policy Office at the Prime Minister’s Office and Korea’s first proactive public official, was invited as the lecturer. He gave a lecture titled “Korea’s Proactive Administration Support System and Cases,” covering the concept of proactive administration, the proactive administration exemption system, and examples of regulatory innovation by local governments.


Lecturer Im Taekjin clearly introduced the concept of proactive administration and the protection system for proactive public officials, sharing field-centered success stories of proactive administration applied in actual public service, which resonated with the employees.


In particular, he introduced the case of “pharmaceutical regulatory innovation” that brought smiles to children with incurable diseases, emphasizing the need for proactive administration that can be felt from the public’s perspective, and reiterated the urgent necessity of proactive administration by public officials after the COVID-19 pandemic.


Changwoo Lee, Mayor of Dongjak-gu, said, “In the unprecedented crisis of COVID-19, we have always emphasized proactive administration so that public officials can have a positive impact on all aspects and places of residents’ lives,” and added, “I ask employees to practice proactive administration for the public good.”


Meanwhile, earlier this year, the district was selected as an “Excellent” institution, the highest grade, in the “Comprehensive Evaluation of Local Governments’ Proactive Administration” hosted by the Ministry of the Interior and Safety. It has also launched the Proactive Administration Committee, a decision-making platform for proactive administration, establishing its status as a leading local government practicing proactive administration for residents.


However, Seoul City, despite receiving national awards for proactive administration, does not provide significant benefits such as promotions, raising questions about the effectiveness of this system.


This is because, although the President and the Prime Minister’s Office actively encourage proactive administration, on the ground in places like Seoul City, public officials are not given sufficient incentives to motivate them.
