The 6th National Industry-Academia-Research Cooperation Committee Meeting Held
LINC 3.0 Basic Plan to be Announced at the End of December
[Asia Economy Reporter Han Jinju] The Ministry of Education will announce the basic plan for the 3rd phase of the Leading University for Industry-Academia-Research Cooperation (LINC 3.0) by the end of December. From the 3rd phase, support types will be diversified to promote industry-academia-research cooperation tailored to the characteristics of each university.
On the 30th, the Ministry of Education held the 6th National Industry-Academia-Research Cooperation Committee at the President Hotel in Seoul. The committee deliberates and resolves key matters necessary for policy implementation, such as the mid- to long-term basic plan for industrial education and industry-academia-research cooperation. On this day, the committee established the 2021 implementation plan according to the 5-year (2019-2023) basic plan for industrial education and industry-academia-research cooperation.
The direction for promoting the 3rd phase of the Leading University for Industry-Academia-Research Cooperation (LINC 3.0), which will be implemented from 2022, was also finalized. The LINC project is a representative financial support program that supports university industry-academia-research cooperation. It was decided to enhance the achievements so far, such as joint research and technology development with industries and transfer of university-owned technologies to industries, and to induce substantial growth.
The Ministry of Education has set four major promotion strategies: ▲Systematizing talent cultivation for future industries ▲Entrepreneurial universities creating high added value ▲Strengthening the foundation for sustainability of industry-academia-research cooperation ▲Creating a shared and collaborative ecosystem, and plans to focus on their implementation.
To cultivate talent, the existing department-centered major education will be restructured by expanding industry-centered convergence and linkage programs, expanding graduate school industry-academia-research cooperation, supporting the standard on-site internship semester system, and discovering non-face-to-face and global industry-academia cooperation models.
The function of corporate collaboration centers will be strengthened, and mid- to long-term technology cooperation will be expanded to create industry-academia-research cooperation brands. Support will also be provided for revitalizing university holding companies. Metropolitan universities and regional universities, leading universities and follower universities will be linked as mentor-mentee pairs, and a platform will be established to share on-site training institutions, equipment, and research outcomes between universities and industries.
In the 3rd phase, support will be provided to maximize performance according to each university’s characteristics and industry-academia-research cooperation capabilities. A stepwise growth model will be proposed with types such as cooperation foundation building, demand-customized growth, and technology innovation leading, and these will be redesigned as support types. General universities will be encouraged to promote technology-based industry-academia-research cooperation, while junior colleges will be able to advance industry-customized talent cultivation systems. A separate type called cooperation foundation building will be newly established so that follower universities can actively promote cooperation.
Based on the promotion direction, the Ministry of Education will finalize the 2022 budget after collecting detailed performance indicators, project design, opinions from related ministries, field experts, and others, and will announce the LINC 3.0 basic plan by the end of this year.
The Ministry of Education stated, "We will establish a cooperative system involving related ministries (specialized institutions) throughout the entire process from project design to operation and management to advance the university industry-academia-research cooperation model and strengthen organic cooperation among industry, academia, and research."
