Seoul Metropolitan Council Passes Amendment to Seoul Building Ordinance Proposed by Councilor Kim Jong-mu

[Asia Economy Reporter Jong-il Park] The partial amendment to the Seoul Metropolitan Government's Building Ordinance, which adds rest and security facilities for workers' working environments within apartment complexes to the category of 'temporary buildings that can be constructed upon notification' and thus are not included in the floor area ratio, has passed the Urban Planning Management Committee of the Seoul Metropolitan Council.

Recently, as consensus has grown on the need to improve the treatment of apartment management workers, the installation of rest facilities such as air conditioners and refrigerators in security offices has increased. However, some apartment complexes have been classified as violating buildings exceeding the permitted floor area ratio, resulting in fines for enforcement.


Assemblyman Jong-mu Kim (Democratic Party, Gangdong 2) sought to improve the system by adding 'rest and security facilities for workers' working environments within apartment complexes' to the 'management office' category subject to temporary building construction notification, allowing the installation of worker rest facilities without including them in the floor area ratio calculation, thereby promoting the improvement of the poor labor conditions of apartment management workers.


With this ordinance amendment, the issue of enforcement fines related to the expansion of rest spaces in security offices imposed on eight apartment complexes in Seoul, including Myeongil LG Apartment in Gangdong-gu, is expected to be resolved.


Assemblyman Jong-mu Kim said, “In line with the changing policy trends such as the recent enactment of the Seoul Metropolitan Government Ordinance on the Human Rights of Apartment Management Workers, I proposed this amendment to correct unreasonable regulations so that at least minimal rest spaces for security workers can be secured. I will continue to strive to improve the treatment of apartment management workers and to build a society where we live well together.”
