[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] The Hapcheon County Council in Gyeongnam announced on the 23rd that it held an 'Expert Invitation Discussion on the Establishment of Hapcheon County Facility Management Corporation' at the Comprehensive Social Welfare Center.


To comply with social distancing measures to prevent the spread of the novel coronavirus infection (COVID-19), fewer than 100 people, including residents, related public officials, and county council members, attended the discussion.


The discussion lasted about two hours, starting with opening remarks by Chairperson Bae Mong-hee, followed by a progress report on the establishment of the Facility Management Corporation by Ha Sang-beom, head of the Future Strategy Division, panel discussions, and a Q&A session.


The county facility management corporation is a corporation established under the 'Local Public Enterprises Act' to build an efficient management system for tourism facilities and basic environmental facilities currently operated directly or entrusted by the county, aiming to provide better services to the residents.


As the movement to establish the corporation gained momentum, the county council has actively visited other local governments currently operating similar corporations since last month to listen to their pros and cons and analyze and review the feasibility of establishment.


The discussants stated, "The necessity and feasibility of establishing the county facility management corporation are fully recognized, and there is general agreement that operation through the corporation is practically better than direct county management or private consignment." They added, "Since problems may arise during actual operation, it is necessary to supplement approval procedures for major decisions such as adjustment of delegated projects to ensure transparency in corporation operation and budget execution, and to establish checks and balances through ordinance amendments."


In his opening remarks, Chairperson Bae Mong-hee said, "Through today's discussion, I hope to enhance residents' understanding of the necessity and feasibility of establishing our county facility corporation and to spread a consensus among residents regarding whether to establish the corporation."
