On the day he was nominated as the new Minister of Land, Infrastructure and Transport, Roh said, "I am well aware of the concerns the public has regarding the matters under the jurisdiction of the Ministry of Land, Infrastructure and Transport."

In particular, he expressed his thoughts, saying, "Being nominated as a candidate during such a critical time brings a heavy sense of responsibility and calling rather than honor."

Additionally, Roh stated, "I will carefully monitor other pending issues so that they are not neglected due to the focus on real estate problems."

To this end, he said, "During the preparation process for the confirmation hearing, I will listen thoroughly to opinions from various sectors and make a comprehensive judgment," adding, "I will explain this in detail during the hearing."

The newly appointed Minister Roh was born in 1962, graduated from Gwangju Jeil High School and Yonsei University with a degree in Political Science and Diplomacy, and completed a master's course in International Economics at Sciences Po in Paris, France. He is regarded as an expert in planning and budgeting, coming from the Ministry of Strategy and Finance.

As a 30th-grade civil service exam passer, he has consistently worked in budget and finance roles such as Director of Budget Standards at the Planning and Budget Office, Director of Welfare and Labor Budget, Director of Fiscal General Affairs, Administrative Budget Officer at the Ministry of Strategy and Finance, and Social Budget Officer. He also served as Policy Planning Officer at the Ministry of Health and Welfare, where he helped establish policies to strengthen the social safety net.

During the Park Geun-hye administration, he was appointed as the Deputy Minister-level Second Deputy Director of the Office for Government Policy Coordination, and in the current administration, he became the Director of the Office for Government Policy Coordination, making him an unusual case of retention across administrations.
