Q1 Public SW Fair Pricing Inspection Results... Only 55% of Deliberation Committees Formed

[Asia Economy Reporter Cha Min-young] The first quarter inspection results of fair pricing implementation in public software (SW) projects revealed that the operation rate of task review committees by institution for fair task changes was only about half (54.8%). The remaining institutions are in the process of forming review committees.


The Ministry of Science and ICT held the "1st Public SW Project Client-Contractor Council" at 3 p.m. on the 15th to inspect and discuss key areas of public SW projects. Fifteen participants attended the meeting, including project managers from national and public institutions and private experts.

At the client-contractor council meeting, the results of four key management indicators for the first quarter to ensure the on-site establishment of the SW Promotion Act in public SW projects were shared. The inspection results showed that ▲the timely ordering implementation rate compared to the project plan was 77%, ▲the rate of separate ordering of commercial SW was 32.8%, ▲the remote development implementation rate was 43.9%, and ▲the operation rate of task review committees was 54.8%. The operation rate of task review committees was based on a sample telephone survey conducted among institutions that submitted development project plans worth over 100 million KRW this year.


The timely ordering implementation rate supports placing orders on schedule compared to the original project plan. The separate ordering of commercial SW is a measure to distinguish and display the amount directly purchased for commercial SW when purchasing HW and SW as an integrated package. Remote development encourages cost savings on accommodation by having contractors specify work locations to reduce the need for on-site presence at the ordering institution. Fair task changes, which reflect the results of task confirmation and task changes in contract amounts, are also a key area for improvement.


The SW Promotion Act was fully revised and enacted in May last year and has been in effect since December. The key focus areas for public SW projects as follow-up measures include ▲support for timely ordering ▲activation of separate ordering ▲activation of remote development ▲fair task changes.


Meanwhile, at the client-contractor council meeting, discussions were held on management plans for key areas of public SW projects and ways to improve the ordering culture of public SW projects. Field difficulties and opinions from the SW industry were also heard.
