[Asia Economy Honam Reporting Headquarters Reporter Lee Hyung-kwon] Kim Hoe-jae, a member of the National Assembly Land, Infrastructure and Transport Committee from the Democratic Party of Korea (Yeosu-eul, Jeonnam), announced on the 31st that he has introduced the “Act on the Three-Dimensional Development of Road Space” as a representative bill to enable three-dimensional development of road space and its surrounding areas for efficient use of limited land space and creative urban space creation.
Currently, due to difficulties in securing ground road land in metropolitan areas, road space development is not properly carried out, raising the need for creative space utilization through three-dimensional road development.
However, under the current legal system, three-dimensional road development is sporadically regulated by individual laws, making comprehensive development difficult from an integrated perspective.
In particular, although the Ministry of Land, Infrastructure and Transport announced measures related to the three-dimensional use of road space and discussions on the enactment and revision of related laws were held during the 20th National Assembly, discussions on three-dimensional space development have remained stagnant since then.
Accordingly, Representative Kim proposed that for the utilization of road space and creative urban space creation, ▲ the Minister of Land, Infrastructure and Transport and the governors of cities and provinces can promote three-dimensional development projects that integrally develop road space and its surrounding areas, ▲ impose and collect three-dimensional development charges on project implementers to recover development profits and reinvest in urban regeneration projects, and ▲ include special provisions such as easing building restrictions and establishing metropolitan transportation improvement measures in the bill.
Kim Hoe-jae said, “Under the current system, efficient road space development to solve housing problems, traffic congestion, and environmental issues is impossible,” adding, “If this Act on the Three-Dimensional Development of Road Space is passed, road space will be utilized three-dimensionally, allowing existing wasted spaces to be used more complexly and efficiently through park creation and building construction.”
Overseas, various combinations such as undergrounding existing roads, constructing new underground roads, and developing the upper parts are being utilized, and cases of efficiently using road space and improving urban environments through public and private investments are increasing.
Meanwhile, Park Young-sun, the Democratic Party candidate for Seoul mayor, has pledged to underground the Gyeongbu Expressway and build parks and housing on top, and Kim Young-chun, the Busan mayoral candidate, has proposed efficiently developing urban space by undergrounding the Gyeongbu Line railroad.
