[Asia Economy Reporter Kim Bong-ju] The owner of a fierce Rottweiler that attacked a passerby and their pet dog stated to the police, "I briefly removed the muzzle, and then the accident happened." Animal trainer Kang Hyung-wook expressed anger over this, saying, "I hope the perpetrator (the Rottweiler owner) is investigated and receives punishment appropriate to the crime."
According to Gapyeong Police Station in Gyeonggi Province on the 5th, the Rottweiler owner, Mr. A, contacted the police that day and agreed to undergo an investigation.
At the police station, Mr. A testified, "When leaving home, I had the muzzle and leash on, but I briefly removed the muzzle in a quiet area, and then the accident occurred."
Regarding suspicions that he fled the scene after the accident, he explained, "The pet dog suddenly ran off, and I was flustered trying to calm it down. After managing the situation, the victim had already left the scene."
The accident occurred around 6:20 p.m. on the 28th of last month. Mr. B, who was walking his Beagle in Daeseong-ri, Cheongpyeong-myeon, noticed a Rottweiler running toward him.
The Rottweiler, which was not wearing a muzzle or leash, ran from about 200 meters away and suddenly lunged at the Beagle. Mr. B tried to protect his pet by lifting it up, but the Rottweiler attacked both Mr. B and the Beagle, causing injuries.
A man in his late 30s, presumed to be the Rottweiler’s owner, ran over and tried to separate the dogs but was unable to control the situation. Later, when Mr. B left his pet in the car and returned to the scene, the Rottweiler’s owner had already disappeared. Mr. B reported the incident to the police.
Mr. B sustained bites to his face and fingers, requiring more than 10 stitches, and his injured pet also received three stitches on its abdomen. The Rottweiler is classified by the government as a dangerous dog breed, and when outside its home, it must wear a leash and muzzle.
Regarding this, Mr. Kang Hyung-wook posted on Instagram on the 4th, stating, "The Rottweiler owner who neglected to prevent the attack on the victim must be found, and the owner and the Rottweiler should be separated."
Mr. Kang said, "I hope the perpetrator is investigated and receives punishment fitting the crime. The Rottweiler should be handed over to a quarantine facility (shelter), where an appropriate temperament assessment can be conducted to decide whether it will return to the original owner, find a new owner, remain in the shelter for life, or be euthanized."
He added, "I like dogs. The fundamental reason I do this work is because I like them. But if this happiness is destroyed, I can no longer like them?whether they are dogs or humans."
A police official stated, "Mr. A will be booked for violating the Animal Protection Act and sent to the prosecution."
