Hamyang-gun recently produced pens engraved with the phrase "Get issued with the Certificate of Personal Signature Verification instead of a seal certificate!" and is distributing them to civil petitioners to boost promotion.
The Certificate of Personal Signature Verification has the same effect as a seal certificate and can be issued by visiting a government office with an ID and receiving it with the individual's signature, similar to the issuance of a seal certificate.
While a seal certificate can only be issued after creating a seal stamp and registering the address, the Certificate of Personal Signature Verification can be issued anywhere nationwide without separate creation or registration, offering advantages of reduced time and cost compared to seal certificate issuance.
Despite these advantages, the Certificate of Personal Signature Verification system has seen sluggish adoption since its introduction several years ago. As of the end of 2020, only 289 certificates were issued. In contrast, seal certificate issuance exceeds this by more than tenfold.
Seo Jeom-yong, head of the administrative department, emphasized, "Since the Certificate of Personal Signature Verification was introduced to address the issues of seal certificates, it can be used more safely and conveniently," adding, "Cooperation is needed from major demand points such as local registration offices, judicial scriveners, real estate agencies, and financial institutions to accept the Certificate of Personal Signature Verification instead of seal certificates."
