Specifying State Violence Responsibility, Establishing Basis for Victim Compensation and Reparation... Also Praising the National Assembly's Passage of the ILO Core Convention Ratification Bill
[Asia Economy Reporter Ryu Jeong-min] On the 2nd, President Moon Jae-in presided over a Cabinet meeting at the Blue House and stated, "Last week, very meaningful bills were passed in the National Assembly," adding, "The amendment to the April 3rd Special Act, passed through bipartisan agreement, is a very significant advancement in that it specifies the responsibility for state violence and establishes grounds for compensation and reparation for the victims."
President Moon said, "The Kim Dae-jung administration, which enacted the special law on Jeju April 3rd?a historically taboo subject?and opened the door to the truth; the Roh Moo-hyun administration, which first acknowledged state responsibility and issued an official apology as presidents; and now our government have achieved another great advancement, which I find very rewarding."
In particular, President Moon emphasized, "I thank the National Assembly. The measures for truth-finding, restoration of honor, and victim compensation are the state's rightful duties toward citizens who were unjustly sacrificed," adding, "This is a step toward a future of reconciliation, harmony, and integration. Above all, I believe that our nation has now developed to that level."
President Moon pledged, "The government will fully implement follow-up measures such as establishing fair and reasonable compensation standards for April 3rd victims, conducting additional investigations, and special retrials, making good use of the significance of this special law."
Furthermore, President Moon highlighted the great significance of the ratification consent bill for the International Labour Organization (ILO) core conventions being passed.
President Moon stated, "Our country has ratified 7 out of the 8 ILO core conventions. Since the government’s inauguration, it has been promoted as a key national agenda for a labor-respecting society," adding, "Following social dialogue through the Tripartite Commission and the passage of labor-related law amendments in December last year, the ratification of the core conventions has laid the foundation for Korean labor rights to enter an advanced country level."
President Moon said, "This achievement was made exactly 30 years after joining the ILO in 1992. By raising South Korea’s international status regarding respect for labor rights, it will contribute to enhancing national prestige and credibility."
President Moon added, "With the recent strengthening of the international community’s emphasis on labor rights, including the EU, I expect this will also greatly help reduce potential trade disputes," and "I hope our interest in respecting labor rights will expand to new types of workers and new labor relations within the realities of labor."
