[Asia Economy Reporter Moon Jiwon] The Ministry of Land, Infrastructure and Transport announced on the 1st that it officially announced the 'Private Building Green Remodeling Interest Support Project' and the 'Public Building Green Remodeling Project' on the 26th of last month, and plans to actively expand the projects this year.
Green remodeling refers to remodeling that improves the energy performance of aging buildings through enhanced insulation performance and window replacement, creating a comfortable living environment.
The Private Building Green Remodeling Interest Support Project, targeting private building owners, can be applied for at any time through the Korea Land and Housing Corporation (LH) Green Remodeling Center.
This project supports loan interest related to the project from the government when private building owners carry out green remodeling.
Since the project started in 2014, it has continuously developed, achieving an annual performance of about 6 billion KRW (10,000 cases). The Ministry of Land, Infrastructure and Transport plans to support about 10 billion KRW (20,000 cases) this year by easing support criteria and expanding the support scale, making this year a year of leap forward.
For apartment complexes, the window support criteria have been changed so that if less than one-third of the windows have been newly installed or replaced within the last three years, the remaining windows can be replaced to qualify for support.
For detached houses, in addition to existing energy simulation programs such as ECO2 and GR-E, the energy performance improvement ratio can be calculated through a simplified evaluation table, further simplifying the application procedure.
The Public Building Green Remodeling project supports remodeling costs to improve energy performance for aging public buildings such as daycare centers, health centers, and medical facilities.
Selected as a representative project of the Green New Deal, it has been implemented since last year.
The target buildings for support are public buildings owned and managed by local governments and public institutions that have been completed for more than 10 years, including national and public daycare centers, workplace daycare centers, health centers, health clinics, and medical facilities.
This year, as in the previous year, 227.6 billion KRW of national funds will be invested, aiming to improve about 1,000 buildings in total.
Projects promoted by the Seoul Metropolitan Government, its districts, central administrative agencies, and public institutions receive 50% of the total project cost as national funds, while projects promoted by other local governments receive 70% as national funds.
Institutions interested in participating in the project can apply for preliminary surveys and consulting before the project announcement. Applications are being accepted via official documents until the 5th.
The project announcement schedule and detailed procedures will be separately announced within this month.
Um Jeonghee, Director of Building Policy at the Ministry of Land, Infrastructure and Transport, said, "Green remodeling of private and public buildings is essential for reducing greenhouse gas emissions and creating a comfortable living environment," and added, "We hope local governments and public institutions actively participate to ensure the stable promotion of green remodeling."
