Speeding Up Remodeling of Bundang Hansol Jugong 5 Complex... First Project Plan Approval in 1st Generation New Town

[Asia Economy Reporter Kim Hyemin] The Hansol Village Jugong Complex 5 in Bundang, which marks its 30th year since completion this year, has become the first apartment in the first-generation new towns in the Seoul metropolitan area to receive approval for a remodeling project plan. Construction will begin by the end of this year, and three years later, it will be transformed into a new apartment complex with 115 additional units. This is also the first case of a large-scale remodeling project involving more than 1,000 households.


According to Seongnam City in Gyeonggi Province on the 24th, Seongnam City Hall approved the remodeling project plan for Hansol Jugong Complex 5 in Jeongja-dong, Bundang New Town, the day before and officially announced it.


With the project plan approved, the apartment complex will enter full-scale remodeling this year, including resident relocation and construction commencement. The building coverage ratio has expanded from 11% to 27.64%, and the floor area ratio increased from the existing 170% to 277.16%. When the remodeling is completed in 2024, the number of buildings will increase from 12 to 16. The number of households will expand from the current 1,156 to 1,271. The smallest unit size of 57.4㎡ is also expected to increase in area.


Unlike reconstruction, which involves complete demolition and new construction, remodeling improves the structure while leaving the framework intact and involves extension or partial reconstruction. Unlike reconstruction, which has strict criteria, remodeling has lower regulatory barriers. Reconstruction can only be pursued after 30 years, whereas remodeling can be initiated after 15 years or more. The safety inspection grade only needs to be B (maintenance and repair). There is no excess profit recovery system.


Hansol Village Complex 5 in Jeongja-dong, Bundang, is a small apartment complex located in a first-generation new town established by the government in the late 1980s as part of the supply of 2 million housing units. It was completed in 1994 and selected as a pilot remodeling complex in 2014.


In June 2015, it was the first vertical extension remodeling complex to pass the safety inspection by adding 2 to 3 floors on top of the existing apartments, showing relatively fast progress in the early stages. Initially, the plan was to add 3 floors to the existing 12 buildings and construct one additional building. However, the project was halted for a while when the government postponed the removal of load-bearing walls between remodeling units in 2016. Furthermore, difficulties arose as the vertical extension method did not undergo a second safety review for over a year, leading to a shift to a horizontal extension method that expands the buildings forward, backward, or sideways.


As the remodeling project of Hansol Village Complex 5 gets on track, attention is focused on whether it will influence other first-generation new town apartments that are currently drifting. Currently, about 9,000 households in Bundang alone, including Maehwa Complex 1, Neutim Village Complex 3, and Mujigae Village Complex 4, are pursuing remodeling projects. Including Bundang, first-generation new town apartments in Ilsan, Pyeongchon, Sanbon, and Jungdong total 292,000 households. Among the first-generation new towns, besides Hansol Village Complex 5, Pyeongchon Mokryeon Complex 2 has also passed architectural review with a horizontal extension design plan.
