[Asia Economy Reporter Kim Hyemin] For the first time, a case has emerged in Seoul's street housing maintenance project, known as 'mini reconstruction,' where rental housing was secured and the number of floors was increased up to 10 floors.


On the 9th, Seoul City held the first Urban Regeneration Committee meeting the previous day and conditionally approved the project implementation plan for the street housing maintenance project with these details.


The applicable area is Mokdong 557 and five other parcels in Yangcheon-gu. Forty-five landowners decided to form an association and planned to redevelop the area into apartments. Although it is a Type 2 general residential area subject to a regulation of up to 7 floors, by supplying 24 units, which is 28% of the total 85 households, as public rental housing, they received approval to raise the floor limit to 10 floors.


According to the Urban Regeneration Committee review standards applied from January this year, if public rental housing is planned to account for 20% or more of the total floor area or total number of households, the floor regulation is relaxed to allow up to 10 floors. This is the first time in Seoul that the floor limit has been relaxed from 7 floors to 10 floors in a Type 2 general residential area.


The street housing maintenance project is a small-scale maintenance project that allows the construction of multi-family housing in old low-rise residential areas while maintaining roads and infrastructure without large-scale demolition. Unlike general reconstruction, it does not require procedures such as designation of maintenance zones or formation of a preparatory committee for association establishment, so the project period is on average 2 to 3 years, shorter than reconstruction (average 8 years).


Meanwhile, the Urban Regeneration Committee also decided to apply the legal maximum floor area ratio to the autonomous housing maintenance project in the area of 480-303 Bulgwang-dong, Eunpyeong-gu. All 15 multi-family housing units in this area are planned as public rental housing.


Yang Yongtaek, Seoul City's Director of Regeneration Policy Planning, said, "Small-scale housing maintenance projects will play a central role in improving the residential environment of aging residential areas," and added, "We will continue to improve systems and provide administrative support to improve the residential environment of low-rise residential areas and secure rental housing."
