Eunpyeong-gu, Citizen-Led Urban Greening Resident Proposal Project Contest


[Asia Economy Reporter Jong-il Park] Eunpyeong-gu (Mayor Kim Mi-kyung) is recruiting participants for the '2021 Citizen-led Urban Greening Resident Proposal Project' from January 21 to February 19 as part of the 'Seoul, Blooming with Flowers' campaign, enabling citizens to plant and nurture flowers and trees in their daily lives.


The Citizen-led Urban Greening Resident Proposal Project has been implemented since 2014 and is a renamed version of the previous 'Community Garden Creation Resident Proposal Project.'


This project supports greening materials or subsidies to communities of five or more members through resident proposals, aiming to establish a culture where citizens plant and care for flowers and trees in their daily lives.


Communities of five or more members (residents or organizations) who live in Seoul or have a living area in Seoul (such as schools or workplaces) are eligible to apply.


There are two support categories: support for greening materials such as flowers, trees, and fertilizers, with up to KRW 2 million per site, and subsidy support ranging from a minimum of KRW 5 million to a maximum of KRW 15 million per site for material costs and project execution expenses.


Only one application (support) per category is allowed, and duplicate applications are not permitted.


Additionally, to ensure efficient use of project funds, the Seoul City subsidy management system will be used, and continuous monitoring will be conducted.


For the subsidy support category, to strengthen accountability for selected applicants, they must bear at least 10% of the subsidy and are required to subscribe to 'Performance Bond Insurance.'


Project selection will be conducted strictly based on the first stage Eunpyeong-gu on-site investigation and the second stage Seoul City Citizen-led Urban Greening Resident Proposal Project Selection Committee, which will comprehensively evaluate necessity, public interest, and voluntary resident participation based on the first investigation results.


Furthermore, the district plans to operate citizen gardeners to spread a culture where residents directly plant, nurture, and enjoy flowers and trees, providing consulting throughout the project (planning, flower and tree planting, maintenance, etc.).


Applicants can download the application forms (project proposal, project plan, and community introduction, one copy each) from the Seoul City and Eunpyeong-gu websites until February 19, complete them, and submit them in writing or by mail to the Eunpyeong-gu Office Park and Greenery Division.
