[Asia Economy Reporter Lim Cheol-young] The Ministry of the Interior and Safety (MOIS) is designating this year as the inaugural year for promoting data-driven administration, aiming to establish data-driven administration within MOIS, the main ministry responsible for data-driven administration, and realize a future-oriented administration.
On the 26th, MOIS announced that it held an executive meeting chaired by the minister on the 20th, discussing current issues and future schedules under the theme of 'Data-Driven Administration and Data Policy Directions.' At this meeting, concrete measures were discussed to early establish data-driven administration within MOIS, the lead ministry for government innovation and data-driven administration, along with the government's overall direction for promoting data-driven administration.
Specifically, the meeting shared plans and detailed contents across departments in five areas: establishing data-driven administration governance, formulating basic and implementation plans for data-driven administration, setting up a government-integrated data analysis center and innovating work methods, building a data integration management platform, and strengthening data capabilities.
MOIS plans to complete the formation and commence activities of the 'Data-Driven Administration Activation Committee' by February, coinciding with the operation of 'Data-Driven Administration Governance.' Each government ministry will appoint a 'Data Officer' to actively discover data utilization tasks and establish a collaborative system.
Additionally, the ministry discussed the formulation of basic and implementation plans for data-driven administration, outlining data policy tasks and detailed implementation schedules for the next three years. MOIS will establish data policies including vision and strategic tasks by February and develop plans by central administrative agencies and local governments focusing on detailed implementation tasks by April. To ensure the basic plan is implemented effectively on the ground, MOIS will establish a 'Government-Integrated Data Analysis Center' to support data analysis related to national agendas, policy issues, and agency requests.
MOIS also plans to innovate work methods by creating conditions for all employees to shift their perspective to working based on data. According to discussions by each department, opinions were raised on the need to enhance interest in data and improve internal data search functions to actively utilize data held by MOIS in areas such as organizational management, civil service, and disaster safety. There was also discussion emphasizing that data should be actively used not only in policy decision-making but also in policy implementation and evaluation processes.
Policies supporting 'data opening and utilization' using public data disclosure, the National Secretary, and MyData, as well as 'common infrastructure support policies' such as data standardization and building a data integration management platform, were also discussed. Regarding strengthening data capabilities, the need for tailored education by level and rank, such as managerial training for senior public officials to cultivate basic knowledge of data utilization, was raised.
MOIS plans to open 142,000 datasets available for disclosure within the year and establish a system that provides personalized information in advance through private apps like KakaoTalk or Naver. By introducing the concept of 'MyData,' individuals will be granted the authority to request access to personal information and processing details from public institutions, as well as request corrections and deletions. Furthermore, efforts to improve data quality, including data visualization, will be made to enhance accessibility.
Minister Jeon Hae-cheol of MOIS evaluated the meeting on the 20th, stating, "It was an opportunity to secure consensus among departments on promoting data-driven administration and to consolidate MOIS's capabilities," and urged, "Let us actively discover work areas where data can be utilized by each department, strengthen collaboration, and become a capable organization that leads and practically supports data-driven administration within the government."
