Avoiding Performance-Oriented Crackdowns, Establishing Parking Order with Guidance... Complaints Against Crackdowns Also Decrease by 34%
[Asia Economy Reporter Park Jong-il] Gangnam-gu (District Mayor Jung Soon-gyun) reduced the number of illegal parking violations detected from 289,812 cases in 2019 to 174,318 cases in one year, a 39.8% decrease, through communication-based parking enforcement focused on guidance to establish parking order.
Enforcement by parking officers decreased by more than half during the same period, from 171,783 cases to 71,379 cases.
As a result of avoiding performance-oriented enforcement, complaints about illegal parking within the district, which reached 14,397 cases in 2019, also decreased by 34.1% last year to 9,479 cases.
The district plans to continue focusing on communication-based parking enforcement this year as well. The "Illegal Parking CCTV Enforcement Advance Notification (via mobile text message)" service, which started in December last year, will be expanded to include on-site enforcement by parking officers starting in May. Enforcement exemptions for illegal parking around small restaurants on roads with fewer than six lanes during lunch and dinner hours will continue.
Enforcement exemptions will be granted only to livelihood cargo and delivery vehicles, commercial taxis, and foreign tourist buses. Enforcement around religious facilities on weekends, and year-round enforcement around Gangnam, Nonhyeon Comprehensive, Cheongdam Samik, Yeongdong Traditional Market, and Sinsa Shopping District will focus on guidance. However, this excludes absolute no-illegal-parking zones such as crosswalks, intersections, child protection zones, and congested urban areas.
Hwang Gwan-woong, head of the Parking Management Division, said, "The reduction of illegal parking violations by more than 100,000 cases in one year is due to the convenience of advance notifications through the 'The Gangnam' app and others," adding, "We will continue to conduct parking enforcement that all residents can agree with and challenge zero complaints."
