Release of the Area Around 506 Jeongneung, Seongbuk-gu and Sinsu 2, Mapo-gu
[Asia Economy Reporter Lim On-yu] Misung Apartment and Mokhwa Apartment in Yeouido-dong, Yeongdeungpo-gu, Seoul, have escaped the risk of being removed from the reconstruction zone. On the other hand, areas such as Sinsu 2 in Mapo-gu were removed from the maintenance zone.
Seoul City announced on the 21st that the Urban Planning Committee held on the 20th agreed to extend the sunset deadline for the reconstruction project zones including Misung Apartment, Mokhwa Apartment, and Jinju Apartment in Mullae-dong 5-ga within the Yeouido Apartment District in Yeongdeungpo-gu. These are all complexes where the establishment of a union was not applied for within two years after the approval of the promotion committee.
The extension of the sunset deadline is finally decided by Seoul City after consultation with the Urban Planning Committee. The maintenance project sunset system is a procedure to remove areas from the maintenance zone where the project is not progressing or is slow. Maintenance zones with an approaching sunset deadline can have the deadline extended within a two-year range either by obtaining consent from more than 30% of landowners or by the judgment of the district mayor.
Meanwhile, the Urban Planning Committee decided to remove the housing reconstruction maintenance zones in Sinsu 2, Mapo-gu, and the area around Jeongneung 506, Seongbuk-gu. These zones failed to apply for union establishment due to conflicts in residents' opinions after the approval of the promotion committee.
According to Article 20 of the Urban and Residential Environment Maintenance Act, these zones were scheduled to sunset as of March 2 last year. Since the Urban Planning Committee disapproved the extension of the sunset deadline last year, the procedure for removal from the maintenance zone was carried out.
Jang Myung-ho, head of the Residential Project Support Team at Seoul City, said, "With the decision to remove the maintenance zones, construction of new buildings and major repairs (repairing or modifying structural elements such as pillars, beams, load-bearing walls, main stairs, or external forms of buildings, or extensions) are possible. If the majority of residents agree, projects such as residential environment management, street housing maintenance, small-scale reconstruction, and urban regeneration can be considered."
