[Asia Economy Honam Reporting Headquarters Reporter Lee Jun-kyung] Lee Cheol, a Jeonnam Provincial Assembly member (Democratic Party of Korea·Wando 1), has repeatedly raised suspicions of illegal activities related to material selection and management services in connection with the construction of Nokdong New Port in Goheung, Jeonnam, making it a contentious issue.


According to Assemblyman Lee Cheol on the 20th, the detailed design service for the construction of Nokdong New Port and the sand pier was registered with the Public Procurement Service's Nara Marketplace under a detailed item number after receiving construction technology review by applying a patented sofa block as a government-supplied material in the supplementary design report and design drawings dated September 22 last year. However, in the actual construction, 'concrete revetment and retaining wall' blocks, which are not patented and not registered as government-supplied sofa blocks in procurement, were used.



Assemblyman Lee Cheol raised suspicions, saying, "The patented sofa block applied in the design and the 'concrete revetment and retaining wall block' registered in procurement are different. Patents are exclusive and cannot be subject to a multi-supplier contract two-stage competition."


He continued, "It is difficult to register sofa blocks in procurement because the conditions are strict. Nevertheless, applying the patented sofa block as a government-supplied material in the design is wrong," and pointed out, "Currently registered 'concrete revetment and retaining wall blocks' in procurement are different from sofa blocks, and sofa blocks require verified data through hydraulic model experiments on reflection waves and wave reduction effects."


Assemblyman Lee also pointed out that the cause of the sudden suspension of services for Nokdong New Port and Wando Ferry Pier must be clearly revealed.


He said, "Jeonnam Province announced on December 31 last year the submission guidance for capability evaluation of five projects, including construction project management services for Nokdong New Port general and sand pier construction and Wando Port central breakwater construction (three responsibility management services and two post-environmental impact survey services). Among them, the construction service for Nokdong New Port general and sand pier was suspended on August 14 last year, 10 days before the service completion, and the basic and detailed design service for Wando Ferry Pier was suspended from December 9 last year, two days before the service completion," he pointed out.


He added, "Even company officials consider it unusual to order supervision services during the suspension period," and stated, "The reason why the suspension of services at Nokdong New Port has not yet been lifted should be disclosed, and a clear investigation into the reasons for the suspension of services at Wando Ferry Pier and Nokdong New Port is necessary."
