This Year, 26,000 New Hires in Public Institutions... Large Organizations like KEPCO and Korail Actually Decrease

Until the 22nd, '2021 Public Institution Job Fair'

[Asia Economy Reporter Joo Sang-don] This year, the scale of new hires at public institutions will increase by about 1,000 to 26,000 compared to last year. However, the scale of new hires at large public institutions such as Korea Railroad Corporation (KORAIL) and Korea Electric Power Corporation (KEPCO) is expected to decrease.


The Ministry of Economy and Finance announced on the 19th that it will hold the '2021 Public Institution Job Information Fair' for five days from the 18th to the 22nd. Now in its 11th year, the Public Institution Job Information Fair has been held annually since 2010 to provide systematic recruitment information to job seekers and to promote a culture of fair hiring. Considering the quarantine situation due to the novel coronavirus disease (COVID-19), this year’s event will be held in a non-face-to-face (untact) format for the first time. Taking into account the untact format, the event period has been extended to five days this year. The number of participating institutions has also expanded to an all-time high, from 84 in 2010 to 141 in 2020, and 148 in 2021.


The fair will feature programs such as institution-specific recruitment briefings, line-by-line self-introduction consulting, mock personality tests, and blind mock interviews. Especially this year, new programs reflecting recent job seeker demands, such as artificial intelligence (AI) interviews and untact interview strategies, will be introduced.


Hong Nam-ki, Deputy Prime Minister and Minister of Economy and Finance, said in his opening remarks the day before, "We will newly hire more than 26,000 people focusing on areas such as the Korean New Deal, safety enhancement, and COVID-19 response, and expand recruitment in the first half of the year from 33% in 2020 to over 45% in 2021, significantly increasing employment opportunities. We will also expand experiential jobs at public institutions to about 22,000 and promptly start them this month to actively provide young people with work experience opportunities." He added, "To strengthen socially equitable hiring, public institutions will actively take the lead in establishing fair recruitment through a full survey and consulting on hiring practices."


Although the total new hires (including indefinite contract workers, regular positions) at all public institutions will increase by about 1,000 this year, recruitment at large public institutions with more than 10,000 employees will rather decrease. According to the Public Institution Management Information Disclosure System, as of the third quarter of last year, public enterprises with more than 10,000 employees include KORAIL (32,273 employees), KEPCO (23,399 employees), National Health Insurance Service (NHIS) (16,240 employees), Industrial Bank of Korea (IBK) (13,685 employees), and Korea Hydro & Nuclear Power (KHNP) (12,584 employees). Among these, excluding IBK which has not finalized its new hire plans for this year, the other four plan to hire a total of 3,925 people. Including part-time workers, this is 1,189.5 (23.3%) fewer than last year’s 5,114.5 new hires.


KORAIL, which hired 1,963 new employees last year, plans to recruit 1,400 this year, 700 in the first half and 700 in the second half. This is 563 fewer (-28.7%) than last year. However, KORAIL explained that this figure does not reflect manpower demand from new projects, so the actual hiring scale may increase.


Among public institutions, KEPCO and NHIS, ranked second and third by number of employees, will also reduce their hiring by 495 (-31.0%) and 131.5 (-11.6%) respectively. KEPCO hired 1,595 last year but plans to recruit 1,100 this year. NHIS will reduce its hiring from 1,131.5 to 1,000. KHNP plans to hire 425 again this year, the same as last year.


A public institution official said, "We increased the hiring scale within the available scope to respond to the government’s policy to expand public institution jobs. However, since the number of positions is fixed and considering retirements and new project demands, it is difficult to expand further."
