[Asia Economy Reporter Jongil Park] Jongno-gu (Mayor Kim Young-jong) is making a full-scale leap into creating a smart city to improve residents' quality of life and strengthen urban competitiveness.
To this end, the district established a dedicated department, the 'Smart City Division,' as of January 1, 2021.
The Smart City Division is composed of three teams: the 'Smart Policy Team,' the 'Smart Project Team,' and the 'Infrastructure Construction Team.'
The Policy Team is responsible for discovering new smart city projects, establishing related plans tailored to local conditions, staff training, and ordinance management.
The Project Team plans to identify smart service projects that can solve local issues through collecting residents' opinions and interdepartmental collaboration, and to build the necessary systems.
The Infrastructure Construction Team will later expand public Wi-Fi within the district, discover new project targets using big data, and establish a CCTV video information sharing system closely related to residents' safety in areas such as crime prevention, disaster prevention, traffic, and fire.
Starting with the establishment of this department, Jongno-gu aims to implement a 'smart city' that integrates eco-friendly technology and ICT technology, while striving to enhance urban sustainability and foster new industries.
First, by March, the district will complete the enactment of the 'Jongno-gu Smart City Creation and Operation Ordinance' to establish a legal foundation and form and operate the 'Smart City Living Lab Resident Participation Group' to encourage resident participation.
The Living Lab is a governance model involving citizens and experts working together to solve local problems using information and communication technology, meaning a daily life laboratory.
The district plans to actively utilize information and communication technology with the participation group to identify residents' inconveniences such as housing environment, traffic issues, climate problems, and fine dust, and to seek solutions. This includes integrating big data and Internet of Things (IoT) technologies evenly across all areas of district administration such as 'transportation,' 'environment,' 'welfare,' 'economy,' 'safety,' and 'administration.' Through this, improvements in residents' convenience, activation of related industries, strengthening of urban competitiveness, and enhancement of management functions are expected.
Meanwhile, through the organizational restructuring effective January 1 this year, Jongno-gu newly established three departments: ▲Smart City Division ▲Senior Family Division ▲Disease Prevention Division, and nine teams including ▲Resident Cooperation Team (Autonomous Administration Division) ▲Corporate Investigation Team (Taxation Division 1) ▲Smart Policy Team, Smart Project Team, Infrastructure Construction Team (Smart City Division) ▲Welfare Resources Team, Care Support Team (Welfare Policy Division) ▲Child Protection Team (Senior Family Division) ▲Childcare Facility Team (Childcare Support Division), while abolishing the existing Policy Project Team within the Planning and Budget Division.
To improve work efficiency, the administrative organization has been reorganized into a total of six departments and 23 teams (with one department and three teams newly established), accelerating the promotion of key projects for the remaining term of the 7th elected administration.
Mayor Kim Young-jong stated, "We plan to carry out various projects centered on the 'Smart City Division' to contribute to improving residents' quality of life by utilizing innovative technologies of the 4th Industrial Revolution era, enhance urban sustainability, and foster new industries. In addition, dedicated departments have been newly established to effectively respond to the increase in the elderly population, child abuse issues, and the prolonged COVID-19 pandemic. We will strive to create a safe and healthy community where all residents can benefit equally."
