Dongjak-gu Selected as the Best Institution Nationwide in the 2020 Comprehensive Civil Service Evaluation

Evaluation of 18 Indicators for 304 Agencies Including Central Administrative Bodies, Local Governments, and City/Provincial Education Offices...High Ratings for Operating Civil Complaint Counseling for Vulnerable Groups and Activating Ombudsman Services

Dongjak-gu Selected as the Best Institution Nationwide in the 2020 Comprehensive Civil Service Evaluation


[Asia Economy Reporter Jongil Park] Dongjak-gu (Mayor Changwoo Lee) was selected as the best institution in the '2020 Comprehensive Civil Service Evaluation' jointly hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.


The evaluation is conducted annually under the joint supervision of the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission to systematically assess the level of civil service at the point of contact with the public, provide proactive, demand-centered civil services, and improve inadequate civil service practices.


This evaluation was conducted on 304 institutions nationwide (central administrative agencies, metropolitan and provincial offices of education, metropolitan local governments, and basic local governments) based on five categories and 18 indicators: ▲civil service administration strategy and system ▲civil service system operation ▲handling of complaints through the National Sinmungo system ▲handling of grievances ▲civil service satisfaction.


To ensure expertise and fairness, an external professional evaluation company conducted document reviews, on-site inspections, and civil service satisfaction surveys.


The district received excellent evaluations for leading the implementation of civil services that communicate with residents by activating the Ombudsman operation and operating the Civil Service Adjustment Committee through active handling of grievances based on multifaceted reviews.


Over the past year, the district focused on realizing values that consider socially vulnerable groups by operating consultation desks for vulnerable groups, providing convenience items to support communication with civil petitioners, and offering foreign language interpretation services.


Additionally, to create a safe working environment for civil service staff, the district promoted ▲installation of CCTV, recording phones, and emergency bells ▲completion of healing programs to relieve emotional labor stress ▲psychological counseling ▲joint mock drills with Dongjak Police Station to prepare for unusual civil petitions.


This year, Dongjak-gu plans to install unmanned civil service issuance booths outside the district office building to support busy youth and residents engaged in studies and job seeking activities to use civil services 24 hours a day, 365 days a year.


Mayor Changwoo Lee of Dongjak-gu said, “This evaluation is the result of efforts to provide demand-centered civil administrative services and improve inconveniences in civil services. We will continue to do our best to provide civil services centered on residents, including socially vulnerable groups.”


Meanwhile, the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission plan to provide government awards and financial incentives such as special grants to outstanding institutions.
