Mandatory Installation of Dahamkke Care Centers in Apartment Complexes with Over 500 Households

[Asia Economy Reporter Lee Chun-hee] From now on, installing a Dahamkke Care Center will be mandatory in apartment complexes with 500 or more households. When converting commercial spaces or offices into rental housing, parking lot installation standards will also be relaxed.


The Ministry of Land, Infrastructure and Transport announced on the 5th that the amendment to the "Regulations on Housing Construction Standards, etc." containing these details passed the Cabinet meeting that morning. The enforcement decree will be promulgated after the President's approval and will take effect immediately upon promulgation.


The amendment includes a provision that makes it mandatory to install a Dahamkke Care Center when constructing apartment complexes with 500 or more households. This measure is a follow-up to the "Plan to Expand All-day Care by Utilizing Apartment Resident Community Facilities" announced at the Social Relations Ministers' Meeting in March last year.


As a result, the essential resident community facilities that must be installed in apartment complexes with 500 or more households now include, in addition to ▲senior citizen centers ▲children's playgrounds ▲daycare centers ▲resident exercise facilities ▲small libraries, the Dahamkke Care Center.


The amendment also includes provisions to relax parking lot installation standards to facilitate smooth housing supply. First, as a follow-up to the May 6 real estate measures ("Plan to Strengthen Housing Supply Infrastructure in the Metropolitan Area") and the August 4 measures ("Plan to Expand Housing Supply in the Seoul Metropolitan Area") announced last year, commercial spaces and offices under 30㎡ (exclusive area) per household can be converted into rental housing, and if rented only to non-car owners, housing conversion is possible without expanding parking lots. In addition, in such cases, the resident community facility installation standards will not apply.


Along with this, considering regional vehicle ownership rates, local governments' discretion in parking lot installation standards has been expanded. It is now possible to adjust parking lot installation standards of housing construction standards through autonomous district ordinances, not just city or provincial ordinances, and for youth housing near subway stations, the standards can be relaxed by up to 70%.


Kim Kyung-heon, Director of the Housing Construction Supply Division at the Ministry of Land, Infrastructure and Transport, stated, "Through this amendment, accessibility to care facilities will be improved, enhancing the convenience of residents in apartment complexes, and it is expected to promote the supply of high-quality small rental housing in areas with excellent urban transportation accessibility."
