[Asia Economy Reporter Song Seung-yoon] Jo Doo-soon (68), a child sex offender who was released on the 12th after serving his sentence, was confirmed to have left his home and gone outside for the first time in half a month. Amid significant concerns from the local community, including the victim of the Jo Doo-soon case, he had not shown himself outside since his release.


According to the Ansan Probation Center (Ansan Parole Office) on the 31st, Jo Doo-soon recently left his home once, avoiding the restricted outing hours. He reportedly stopped by a nearby mart for about 30 minutes to do some shopping before returning home. At that time, his dedicated probation officer confirmed his outing and immediately checked his route, monitoring him along the way. After entering his home, Jo Doo-soon has not left again. A police official stated, "It has been confirmed that Jo Doo-soon went outside once," adding, "Most YouTubers were absent in front of his house, so there was no major disturbance such as conflicts with citizens."


According to the court's decision, during the 7-year period of wearing an electronic ankle bracelet, Jo Doo-soon must comply with five conditions: no outings from 9 p.m. to 6 a.m. the next day, prohibition of excessive drinking, no entry into educational facilities, no approach within 200 meters of the victim, and faithful completion of programs related to preventing sexual offense recidivism. It is reported that he has not violated any of these conditions so far.


Under the Probation Act, the Ministry of Justice's Ansan Probation Center is responsible for managing Jo Doo-soon. The police have also formed a special response team to handle tasks such as checking personal information and surveillance. The special response team, consisting of five members, conducts continuous monitoring of Jo Doo-soon, separate from the existing system that checks the personal information of sex offenders every three months. The security post installed right in front of Jo Doo-soon's residence also monitors his comings and goings in real time.


At one point, the gathering of YouTubers and others in front of Jo Doo-soon's house caused significant inconvenience to nearby residents. Some YouTubers attempted to trespass on his residence or caused disturbances, even engaging in physical clashes with the police. To maintain safety, the police initially deployed dozens of officers in front of the house, but as visits by YouTubers and others became frequent, only the minimum personnel necessary to maintain order are now stationed nearby.


Meanwhile, since Jo Doo-soon's release, a total of nine incidents have been recorded involving damage to the escort vehicle or disturbances. One case was resolved on the spot, three were sent to the prosecution with charges, and investigations are ongoing for the remaining five cases.
