Resolution of the Cabinet Meeting on the Amendment Draft of the Enforcement Decree of the Property Management Act
[Asia Economy Reporter Kwangho Lee] From now on, heads of central government offices such as the Public Procurement Service chief will be able to transfer ownership of innovative products purchased for pilot use to relevant local governments free of charge after the pilot use period ends.
On the 22nd, the government reviewed and approved the partial amendment to the Enforcement Decree of the Property Management Act containing this provision at the 62nd Cabinet meeting.
Currently, when central government ministries want to transfer surplus items to local governments or others free of charge, they must first go through a complicated procedure of inquiring about the intention to use from other central ministries. However, for innovative products whose pilot use has ended, the amendment to the Enforcement Rules of the Property Management Act is being promoted simultaneously to allow skipping the inquiry procedure for other central ministries.
The amended Enforcement Decree of the Property Management Act, passed at the Cabinet meeting, will be enforced after the president’s approval and publication in the official gazette. The Enforcement Rules of the Property Management Act will also be promulgated and enforced by the end of December after the completion of the Ministry of Government Legislation’s review process.
A government official expressed expectations that "local governments and public institutions will be able to fully acquire ownership of innovative products they have piloted, just like central ministries, allowing them to continue using and managing these products. This will further activate the 'Innovative Product Pilot Purchase Project,' which has been promoted government-wide since 2019."
