[Asia Economy Reporter Jongil Park] The Seocho District Council of Seoul (Chairperson Ansook Kim) expressed a welcoming stance regarding the passage of the full revision of the Local Autonomy Act by the National Assembly on the 9th.
This full revision of the Local Autonomy Act is the first in 32 years since 1988, focusing on the independence of personnel authority for councils, the introduction of policy support specialists, and the strengthening of autonomous legislative power.
In particular, great significance was given to the independence of personnel authority for council secretariat staff and the introduction of policy specialists, which had been long-standing demands of local councils, being applied even to basic councils.
Furthermore, it is expected that the strengthening of expertise and expansion of autonomy in local councils will serve as a solid foundation for realizing true local autonomy.
Chairperson Ansook Kim emphasized, “While we cannot be 100% satisfied with this full revision, we have gained valuable momentum to strengthen local autonomy capabilities on a broad scale,” adding, “It will help the council perform its fundamental role of monitoring and checking the executive branch.”
