[Asia Economy Reporter Jongil Park] Dongjak-gu (Mayor Changwoo Lee) will hold the ‘2020 Online Residents’ General Assembly of the Residents’ Autonomy Committee’ to realize grassroots democracy.
Five neighborhoods?Sangdo 1-dong, Sadang 2-dong, Sadang 3-dong, Sindaebang 1-dong, and Heukseok-dong?were first selected as pilot neighborhoods for the ‘Seoul-type Residents’ Autonomy Committee’ and transitioned to ‘Residents’ Autonomy Committees’ in 2018, where residents directly participate in deciding village policies and budgets, thereby holding substantial authority.
The Residents’ General Assembly, held for the second time this year following last year, will be conducted via live broadcast on YouTube online to prevent the spread of COVID-19.
On the 5th, the assemblies will be held at ▲Sangdo 1-dong (2 PM) ▲Sadang 3-dong (2 PM) ▲Heukseok-dong (3 PM), and Sindaebang 1-dong will hold its assembly on the 15th at 2 PM. Sadang 2-dong held its online Residents’ General Assembly in July.
At this assembly, ▲2019 project results, operation and audit reports ▲2020 project progress reports ▲2021 autonomy plans will be shared, and the priority of autonomy plans will be decided through preference voting.
Key autonomy plans by neighborhood include ▲Sangdo 1-dong’s ‘Beautiful Wintering of Trees on Sangdo-ro’ and ‘Salpijae Autumn Concert’ ▲Sadang 3-dong’s ‘Beautiful Life Bucket List’ and ‘Sam-il Park Cultural Event Where History Breathes’ ▲Heukseok-dong’s ‘Installation of Resident Bulletin Boards’ and ‘I am Also a Local Cultural Heritage History Narrator’ ▲Sindaebang 1-dong’s ‘Our Home Emergency Rescuers’ and ‘Musical Among Us’.

Based on the successful operation experience of the pilot Residents’ Autonomy Committees in July, the district decided to expand the operation to all 15 neighborhoods and will newly form Residents’ Autonomy Committees by January next year.
Newly participating residents’ autonomy committee members will be publicly drawn after going through a selection management committee formed by neighborhood from residents who completed the non-face-to-face Residents’ Autonomy School, and will be officially appointed on January 1, 2021.
Choi Hwanbong, head of the Autonomy Administration Division, said, “As the Residents’ General Assembly is held online due to the prolonged COVID-19 situation, the interest and participation of residents are necessary,” and added, “We will do our best to ensure that residents’ opinions can be realized as village policies in line with the full expansion of Residents’ Autonomy Committees to all neighborhoods next year.”
