Gwangju Seo-gu Takes Active Steps to Eradicate Illegal Advertisements

[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Seo-gu, Gwangju Metropolitan City (Mayor Seo Daeseok) has taken active measures to eradicate 'illegal advertisements.'


On the 25th, Seo-gu announced that it will carry out administrative enforcement against illegal balloon advertisements to create a clean and safe people-centered Seo-gu.


Illegal balloon advertisements spoil the urban landscape and seriously threaten safety by obstructing the view of pedestrians and drivers.


In particular, since electrical wiring is also exposed outside, there is a problem that it can lead to dangerous situations such as electric shock accidents, making it impossible to obtain permission or report under the Outdoor Advertising Act.


Since January, the district has continuously cracked down on and requested voluntary removal of illegal balloon advertisements and signboards in eating districts such as Sangmu District and Geumho District.


Despite these measures, voluntary maintenance has not been carried out, and complaints have continued to occur, so an investigation was conducted for administrative enforcement of illegal balloon advertisements in the densely populated commercial area of Sangmu District.


Administrative actions were notified for about 150 identified illegal balloon advertisements, and voluntary removal was requested by the 24th.


Administrative enforcement will be carried out by the 27th for illegal balloon advertisements that have not been voluntarily removed.


The collected balloon advertisements will be stored for one month after a public notice period of more than 10 days and then disposed of.


However, reflecting the difficult economic situation due to COVID-19, fines will not be imposed for this administrative enforcement.


However, if balloon advertisements are installed even after administrative enforcement, a fine of up to 5 million won will be imposed according to relevant laws without prior warning.


Administrative enforcement will also be carried out sequentially in commercial areas such as the unexecuted areas of Sangmu District, Geumho District, and Pungam District.


A Seo-gu official said, "We fully understand the economic difficulties caused by COVID-19, but this does not legalize illegal acts," adding, "We will do our best to eradicate illegal signboards such as balloon advertisements that harm the urban landscape and seriously threaten residents' safety."


Meanwhile, Seo-gu operates a crackdown team 365 days a year to eradicate illegal advertisements such as banners. It has continuously cracked down on illegal floating advertisements, maintaining about 300,000 cases of banners and imposing fines totaling over 700 million won for 36 cases.
