Yeonggwang-gun Certified as an 'Outstanding Local Regulatory Innovation Institution'

[Yeonggwang=Asia Economy Honam Reporting Headquarters Reporter Lee Jeonseong] Yeonggwang-gun, Jeollanam-do (Governor Kim Junsung) announced on the 25th that it has been finally selected as the first certified institution in Jeollanam-do for the '2020 Local Regulatory Innovation Excellent Institution' hosted by the Ministry of the Interior and Safety.

The 'Local Regulatory Innovation Excellent Institution Certification System' is a system operated by the Ministry of the Interior and Safety since 2018 to strengthen the regulatory innovation capabilities of basic local governments and improve the public's perception of regulatory innovation.

It is also a method in which local governments self-diagnose their overall regulatory level according to detailed diagnostic indicators, supplement deficiencies, and improve their regulatory capabilities on their own.

This year, among 226 basic local governments nationwide, a total of 21 local governments were certified as excellent institutions in the Local Regulatory Innovation Excellent Institution program.

The county received new excellent institution certification by achieving outstanding results across all regulatory tasks, including the maintenance of unreasonable local ordinances, discovery of regulatory innovation tasks, and operation of the visiting local regulatory reporting center.

This evaluation was conducted in the order of strict first document screening, second on-site inspection, and third final review by the public-private joint certification committee, after the Ministry of the Interior and Safety received applications from basic local governments whose self-diagnosis results on regulatory innovation scored 800 points or more (out of 1000).

The main evaluation criteria included 15 detailed diagnostic items in common areas such as ▲regulatory innovation foundation ▲regulatory innovation process ▲innovation performance, and 6 detailed diagnostic items by field, covering the entire regulatory reform, so it can be said to be a public certification of the regulatory reform capability level of local governments.

Selected local governments are awarded certificates, institutional commendations, financial incentives, and maintain the qualification of the Ministry of the Interior and Safety's Local Regulatory Innovation Excellent Institution for two years.
