'New Approaches for Trust-Building in Northeast Asia' Ministry of Foreign Affairs and Korea National Diplomatic Academy Forum Held on March 3-4


[Asia Economy Reporter Lim Cheol-young] The Ministry of Foreign Affairs and the Korea National Diplomatic Academy will hold the ‘2020 Northeast Asia Peace and Cooperation Forum’ on November 3-4 under the theme ‘A New Vision for Regional Confidence Building.’


The ‘Northeast Asia Peace and Cooperation Forum’ is a key implementation tool of the ‘Northeast Asia Peace and Cooperation Platform’ project promoted by the Korean government, aiming to accumulate practices of multilateral dialogue and cooperation within the Northeast Asia region. Each year, major regional countries interested in peace and cooperation on the Korean Peninsula and in Northeast Asia?Korea, China, Japan, the U.S., Russia, Mongolia?as well as extra-regional dialogue partners including Australia, New Zealand, ASEAN, the EU, OSCE, and the UN, participate with academics and experts.


This forum will explore the possibility and mid-to-long-term directions of applying Europe’s experience in building a security cooperation system to Northeast Asia, and discuss cooperation measures including initial confidence-building measures among Korea, China, and Japan in health security and joint disaster relief amid the global COVID-19 pandemic.


On the first day of the meeting, November 3, the forum will begin with an opening address by Kim Jun-hyung, President of the Korea National Diplomatic Academy, and a special speech by Federica Mogherini, President of the European College (former High Representative of the European Union (EU) for Foreign Affairs and Security Policy). Sessions titled ‘The Future of Confidence Building in Northeast Asia Seen through the European Case’ and ‘Exploring Initial Confidence-Building Measures among Korea, China, and Japan: Focusing on Feasibility’ will be held.


The first day’s meeting will be an open session accessible to the public, conducted in a hybrid format with a small number of on-site attendees (approximately 50 people) and online video conferencing. It will be broadcast live on the Korea National Diplomatic Academy’s YouTube channel.


On the second day, November 4, a closed special session titled ‘Regional Cooperation Initiatives for Pandemic Response’ will be held. Esteemed experts from Northeast Asia, including Korea, China, Japan, Russia, and Mongolia, will participate as discussants to engage in creative discussions on regional cooperation initiatives for pandemic response.


This forum is expected to provide a platform for cooperation that proposes new alternatives for sustainable prosperity and peace in the Northeast Asia region amid the COVID-19 pandemic and fluid regional and international circumstances, and to serve as an opportunity to continuously explore Korea’s foreign policy directions and contributions to the international community.
