The Korea Local Finance Association operates the 'Visiting Public Property Practical Training,' which involves directly visiting local governments to provide various practical case studies and training to public property managers.

Additionally, 172 parcels omitted from the existing management ledger were confirmed and ownership was transferred accordingly, and 128 parcels being used differently from their original purpose had their usage changed to fit the intended purpose, achieving various results in protecting the property rights of city-owned assets.
The Korea Local Finance Association, under the Ministry of the Interior and Safety, is promoting various services to advance as a 'specialized institution for public property,' including entrusted management of public property and support projects for on-site surveys.
Public property refers to all assets with public nature owned by local governments, such as buildings and land. These must be managed strictly and systematically under the responsibility of local governments. However, many public properties have been neglected due to complex laws and interests or lack of professional management personnel. In response, the Association, designated by the Ministry of the Interior and Safety in 2018 as the entrusted management institution for public property, has actively engaged in entrusted management, support for on-site surveys, and outreach practical training on public property.
The Association is entrusted by local governments to professionally manage public properties such as land and buildings by leasing them or imposing compensation fees on unauthorized users, and selling unnecessary assets. This also increases local government revenue. It also resolves various complaints related to public property. Currently, it manages public property for two local governments, Seo-gu in Incheon and Hwasun-gun in Jeollanam-do, and is negotiating entrusted management contracts with more than four other local governments including Jangsu-gun in Jeollabuk-do, gradually expanding the scale of its projects.
As part of the support project for on-site surveys of public property, from July to October this year, the usage status of public property in five local governments including Okcheon-gun in Chungbuk and Buk-gu in Busan was confirmed. The field survey of about 3,800 parcels covering 4 million square meters utilized drones (unmanned aerial vehicles) to enhance accuracy. Next year, a 'Geographic Information System (GIS)' linking cadastral maps, aerial images, and public data will be operated to conduct a three-dimensional on-site survey.
An 'online practical training on public property' for local government officials in charge of public property tasks has also been established. Especially this year, due to restrictions on on-site training caused by the COVID-19 pandemic, non-face-to-face video training was provided, attracting high interest with over 105 local government officials nationwide completing the course.
Kim Dong-hyun, Chairman of the Association, stated, "The local governments' interest in public property and support from related ministries have aligned to enable stable project operation and continuous development. We will continue to advance to meet the diverse needs of local governments."
