Expansion to 166 Medical Institutions Participating in Online Birth Registration System 2 Years and 5 Months After Introduction
Immediate Issuance of Resident Registration Number Upon Registration Due to Amendment of the Family Relations Registration Act
[Asia Economy Reporter Jo In-kyung] # Recently, Ms. A, who gave birth to her second child in Anyang-si, heard that the hospital where she gave birth participates in online birth registration and registered the birth through the Supreme Court's electronic family relationship registration system. While it took 4 days to issue a resident registration number for her first child two years ago, the process for her second child was completed in just one day.
According to the Ministry of the Interior and Safety and the Court Administration Office on the 29th, the number of hospitals participating in the 'Online Birth Registration System (Supreme Court Electronic Family Relationship Registration System: efamily.scourt.go.kr),' which allows parents who gave birth to register the birth online without visiting the community service center in person, has increased ninefold from 18 to 166 in 2 years and 5 months since its implementation.
Online birth registration, first introduced in May 2018, has expanded to 136 medical institutions including birthing centers as of April this year, with 30 new medical institutions recently joining.
Currently, birth registration requires documents such as a birth certificate and can only be applied for when parents or their representatives visit in person. However, in pre-registered medical institutions, birth information can be immediately verified, enabling the online birth registration service.
The Ministry of the Interior and Safety, together with the Supreme Court, amended the 'Family Relationship Registration Act' in August to change the online birth registration reception location from the registered domicile to the resident registration address, allowing newborns to receive their resident registration number on the same day as the online birth registration.
Accordingly, even when registering births online, the period that previously took about two weeks to issue a resident registration number has been significantly shortened, enabling issuance on the same day.
Also, by applying for the 'Happy Birth One-Stop Service' immediately through the 'Government24' website after online birth registration, parents can apply at once for various government and local government support services related to childbirth, such as childcare allowance, child allowance, electricity bill discounts, and childbirth support funds.
The Ministry of the Interior and Safety plans to encourage hospitals capable of childbirth to register for online birth registration and further expand the number of available medical institutions.
Han Chang-seop, Director of Government Innovation Organization at the Ministry of the Interior and Safety, said, "We are collaborating with related organizations to increase participating medical institutions so that families with newborns can use online birth registration more conveniently," and added, "We will continuously improve the quality of public services provided by the government to offer services that citizens can truly feel."
