Dongjak-gu, First Autonomous District in Seoul to Operate 'Senior Emergency Care Support Team'


[Asia Economy Reporter Jong-il Park] Dongjak-gu (Mayor Chang-woo Lee) has started operating an emergency care support team from this month, the first among Seoul's autonomous districts, to assist elderly people entering self-quarantine due to COVID-19.


This project aims to provide care services by dispatching care workers to vulnerable groups such as the elderly who are in blind spots of care due to the prolonged COVID-19 pandemic.


On the 28th, the district signed a business agreement with the Seoul Social Service Institute to establish the emergency care support team, sharing COVID-19 related emergency care situations and responding accordingly.


Through the agreement, Dongjak-gu formed a manpower pool of 20 care workers affiliated with long-term care institutions, and the Seoul Social Service Institute is responsible for ▲ recruiting private personnel within the manpower pool and paying wages ▲ relief activities.


The support targets are elderly and disabled individuals who have entered self-quarantine or been admitted to Seoul-operated isolation facilities, resulting in the suspension of existing care services and activity support.


The district provides home services (meal assistance, cleaning, etc.) and outdoor activities (shopping, proxy receipt of medicines, etc.) at the same level as existing visiting services to emergency care recipients, and for those admitted to quarantine facilities, the care support team accompanies them to support their internal living.


In particular, the emergency care support team operates under strict compliance with quarantine guidelines. Before providing care services, temperature checks and hand sanitization are conducted, and personal protective equipment such as disposable masks and gloves are worn.


Meanwhile, the care support team members who accompany individuals into isolation facilities undergo COVID-19 testing before admission and only operate after receiving a negative result.


Service applications can be submitted to the Seoul Social Service Institute via fax, email, or phone, and those admitted to isolation facilities can apply through the health center in their area of residence.

Chang-woo Lee, Mayor of Dongjak-gu, stated, “We will strengthen welfare services for vulnerable groups such as the elderly who are in blind spots of care due to the prolonged COVID-19 pandemic,” and added, “We will do our best to realize a fair city where all residents are respected without discrimination in life through continuous demand-tailored welfare policies.”
