At the plenary session, 12 ordinances including the Climate Change Response Ordinance (Councilor Kim Young-kwan), 6 general matters including the consent for private consignment operation of the Gwangsan District Addiction Management Integrated Support Center, and the 3rd supplementary budget for 2020 were processed.
The supplementary budget was finalized at a total of 993.2 billion KRW (including funds), an increase of 152.3 billion KRW (including funds) compared to the existing budget of 840.8 billion KRW.
About 60 projects were organized through this supplementary budget.
The main projects included ▲ 142.7 billion KRW for national and city subsidies such as COVID-19 emergency disaster relief funds ▲ 800 million KRW for replenishment of disaster management funds used for emergency restoration due to heavy rain damage ▲ 700 million KRW for heavy rain damage restoration and design costs ▲ 200 million KRW for the non-face-to-face exhibition project Byeolbam Art Museum, focusing on projects for recovering the local economy and stabilizing livelihoods affected by COVID-19.
Kim Tae-wan, Chairman of the Special Budget and Accounts Committee, said, “This year has been more difficult than usual due to COVID-19, the rainy season, and heavy rains,” and added, “Please ensure that the supplementary budget passed this time is promptly executed for revitalizing the local economy and flood damage restoration.”
Additionally, the plan for conducting the 2020 administrative audit was approved, and the attendance request for the Gwangsan District Mayor and related officials was also adopted.
The 2020 administrative audit will be conducted from November 26 to December 4 during the 2nd regular session of the 260th session next month, and it is expected to be carried out in a Q&A format by standing committees regarding overall district administration.
Chairman Lee Young-hoon said, “I appreciate the efforts of the council members and related officials who actively engaged in legislative activities such as budget and ordinance review and administrative affairs reporting,” and added, “In the post-COVID-19 era, I ask council members and public officials to once again consider their roles and responsibilities and to strive more as servants of the residents.”
