[Asia Economy Yeongnam Reporting Headquarters Reporter Park Dong-wook] Pohang City announced on the 25th that it will carry out a map maintenance project over five years until 2024 with a budget of 2.6 billion KRW targeting 112,339 parcels with errors such as overlapping or gaps in cadastral and forest maps.
So far this year, 11,140 parcels have already been maintained (4,825 parcels in Yeonil-eup and Homigot-myeon, Nam-gu; 6,315 parcels in Songra-myeon and Heunghae-eup, Buk-gu). Next year, the project will continue in Ocheon-eup and Daesong-myeon (5,635 parcels) in Nam-gu and Cheongha-myeon and Heunghae-eup (8,431 parcels) in Buk-gu.
The current cadastral (forest) maps are digitized images of paper maps created during the Japanese colonial period in 1910 through land and forest surveys, without correcting map errors such as new constructions or modifications. These maps contain many issues including limitations of the surveying system at the time, discrepancies and overlaps between scales, map sheets, and administrative districts, as well as errors during the digitization of paper maps.
As a result, inaccurate map issuance has caused a decline in trust in land administration services, designation of land subject to registration correction, delays in surveying, and many inconveniences restricting the exercise of property rights. The map maintenance project is conducted together with the cadastral surveying specialist organization, LX Korea Land and Geospatial Informatix Corporation, and dedicated map maintenance officers from the cadastral teams of Nam-gu and Buk-gu offices.
A Pohang city official stated, "To ensure accurate spatial information, which is fundamental to the 4th Industrial Revolution, we will promote the cadastral and forest map maintenance project until 2024 to protect citizens' property rights and to facilitate the smooth implementation of various regional development projects."
