[Asia Economy Reporter Chunhee Lee] The creation of the 'Industrial Complex Imagination Hub' space, aimed at revitalizing aging industrial complexes, promoting private sector participation, creating jobs, and supporting regional economic vitality, is being actively pursued.
The Ministry of Land, Infrastructure and Transport announced on the 25th that it has approved the revitalization plan established by Daejeon City to designate the activation zone for the regeneration project of Daejeon 1st and 2nd General Industrial Complexes, and plans to utilize the activation zone (Industrial Complex Imagination Hub) as a forward base for job creation and innovative growth. The Industrial Complex Imagination Hub is a project that efficiently promotes industrial complex regeneration by flexibly converting land use, concentrating various industrial and support functions, and pursuing high-density mixed-use development.
Established in the 1970s, the Daejeon 1st and 2nd General Industrial Complexes have played a significant role in Daejeon's production and employment, serving as a job hub. However, as the complexes aged, corporate competitiveness weakened, and issues such as environmental and traffic problems due to urban expansion in areas like Dunsan, Daedeok, and Sintanjin have been pointed out as hindrances to forming an efficient urban spatial structure.
To address these issues, the Ministry of Land, Infrastructure and Transport has invested 37 billion KRW of national funds (37 billion KRW of local funds, totaling 74 billion KRW) in the industrial complex regeneration project area to improve road environments, secure insufficient infrastructure such as parking lots and parks, enhance land efficiency, and attract advanced industries to restructure the industrial framework.
The newly launched Daejeon 1st and 2nd General Industrial Complex Imagination Hub aims to complement the limitations of aging industrial complexes focused mainly on industrial facilities through mixed-use development of various industries, culture, and support functions, forming a virtuous cycle within the industrial ecosystem and creating spaces that facilitate smooth support for companies and labor.
In the mixed-use land, information and communication knowledge industry centers for attracting advanced companies will be built, along with manufacturing, knowledge, and information-related startup spaces. To invigorate the industrial complex, corporate support facilities (venture support centers, import-export support centers, etc.) and convenience facilities (libraries, childcare facilities, cafeterias, fitness centers, etc.) will be established. In the support and public facility land, a SOHO-type residential cluster will be created to support proximity between work and residence and promote 'Work-Life Balance' (WLB) for industrial complex workers, supplying housing at prices lower than the surrounding market, while constructing a dedicated parking building.
The Ministry expects that through the Industrial Complex Imagination Hub project within the Daejeon 1st and 2nd General Industrial Complexes, a public-led seed project will induce follow-up investment foundations linked to private participation, providing an opportunity to transform into an advanced industrial complex. Additionally, expanding worker support facilities and creating a pleasant industrial complex environment are anticipated to attract young talent and generate new jobs.
Kim Geun-oh, Director of the Industrial Location Policy Division at the Ministry of Land, Infrastructure and Transport, stated, "Once the related facilities are completed according to the activation plan, it will create a base where the Daejeon 1st and 2nd General Industrial Complexes can be innovatively transformed, and the effects will spread throughout the complexes, contributing to the creation of quality jobs and industrial innovation."
