[Asia Economy Honam Reporting Headquarters Reporter Choi Kyung-pil] The autonomous regulations of Wando-gun, Jeollanam-do, have been selected as one of the "Notable Autonomous Regulation Legislative Consulting Cases for the 3rd Quarter of 2020" announced by the Ministry of Government Legislation and will be disseminated to 243 local governments nationwide.
The Ministry of Government Legislation selected five ordinances of high importance and commonly applicable to all local governments from among 118 ordinances that received legislative consulting during the third quarter of this year, based on surveys of local government officials and consultations with the National Council of Governors.
Among them, two ordinances from Wando-gun, "Ordinance on Support for Out-of-School Youth in Wando-gun" and "Ordinance on the Management and Operation of the Wando-gun Seafood Export Logistics Center," were selected.
The "Ordinance on Support for Out-of-School Youth in Wando-gun" stipulates necessary matters to protect out-of-school youth and support their education and independence so that they can grow into healthy members of society.
The Ministry of Government Legislation stated the reason for selection, saying, "Due to the COVID-19 pandemic, the possibility of out-of-school youth being in blind spots of education and protection has increased, making the ordinance containing support for youth highly meaningful."
The "Ordinance on the Management and Operation of the Wando-gun Seafood Export Logistics Center" is an ordinance that regulates the installation and operation of an export logistics center for efficient management of seafood exports.
Although various support measures have been prepared to increase the income of farming and fishing village residents, considering that there had been no practical ordinances to specify support until now, this ordinance was selected as highly timely and valuable as a model that other local governments can utilize.
The Ministry of Government Legislation plans to share and disseminate the selected cases to local governments nationwide so that they can be usefully referenced when drafting similar ordinances, and will also include them in the "2020 Autonomous Regulation Legislative Consulting Casebook" for future reference in ordinance drafting.
The legislative consulting system is one of the Ministry of Government Legislation’s autonomous legislative support systems that provides legal opinions on whether draft ordinances or amendments drafted by local governments violate higher laws or whether newly established regulations have legal grounds.
Wando-gun was selected as an "Excellent Institution for Utilizing Autonomous Regulation Legislative Consulting in 2019" and was also selected for the "Notable Ordinance for the 1st Quarter of 2020." As of 2020, it has completed legislative consulting on 31 autonomous regulations and is utilizing it in legislation and review to improve the quality of autonomous regulations and enhance trust in legal administration.
