Busan Gijang-gun Spreads 'Integrity Virus' Through '10·10 Campaign'

These are the ‘One Plus One (1+1)’ 10 commandments for public officials in Gijang-gun, Busan.
Last year, Gijang-gun received a comprehensive integrity rating of Grade 2, an improvement of two grades compared to 2018, in the public institution integrity evaluation conducted by the Anti-Corruption and Civil Rights Commission. This year, they are putting great effort into further raising their integrity level.
This year, Gijang-gun’s goal is ‘Corruption ZERO, Integrity Gijang-gun, Achieving Integrity Grade 1.’ They are implementing various integrity policies such as ▲promoting one integrity policy per department ▲attaching stickers promoting the Improper Solicitation and Graft Act ▲conducting monthly integrity quizzes ▲requiring all employees to complete integrity education ▲operating an integrity mileage system ▲and running a citizen auditor system.
The Planning Integrity Office, which oversees integrity affairs, even created a campaign called the ‘Will Do · Won’t Do 10·10 Campaign.’ Gijang public officials have launched a campaign to block COVID-19 but spread the ‘Integrity Virus.’
The ‘Will Do 10’ includes ten items: fair duties, budget transparency, leading by example, integrity education, zero corruption, job cooperation, eradication of power abuse, consideration and respect, job responsibility, and clear distinction between public and private work.
The ‘Won’t Do 10’ includes ten items: personnel solicitation, unfair acts, violation of order, corruption, drunk driving, verbal abuse, improper instructions, empty formalities, neglect of duty, and personal gain.
The campaign is a movement to always keep in mind that ‘Integrity is always by my side, together in my heart’ as a public official, and to spread this mindset to surrounding colleagues as well.
The Planning Integrity Office of Gijang-gun stated, “To strengthen voluntary integrity practice among public officials, we will promote various integrity policies tailored to the characteristics of each department.”
They added, “We plan to block corruption at its source to enhance work transparency and increase public trust in civil complaints.”
