[Asia Economy Reporter Lee Ji-eun] On the 20th, Yoo Sang-beom, a member of the National Assembly's Legislation and Judiciary Committee from the People Power Party, officially proposed an amendment to the "Act on the Establishment and Operation of the High-ranking Officials' Crime Investigation Unit (hereinafter referred to as the High-ranking Officials Crime Investigation Act)" that deletes major toxic provisions.


The amendment excludes job-related crimes from the investigation targets and limits the investigation scope to corruption crimes, which was the original purpose of the establishment. It also removes the prosecution rights of the High-ranking Officials Crime Investigation Unit prosecutors, judging that it contradicts the prosecution reform direction of separating investigation and prosecution.


The authority to forcibly transfer criminal investigations was also deleted, and the right to request reconsideration was excluded. This is to prevent the High-ranking Officials Crime Investigation Unit from exercising both investigation and prosecution rights simultaneously.


Representative Yoo said, "In the situation where the Constitutional Court's review of the High-ranking Officials Crime Investigation Act is delayed, I proposed the amendment based on the judgment that a re-examination at the National Assembly level and public discussion on the representative toxic provisions are necessary," adding, "Regarding the toxic provisions excluded from this amendment, I will also work to discuss them together through additional amendment proposals in the future."
