Residents, Police, and Authorities All Exhausted... The End of the 8,800-Case 'Gobalreo' Busan Sasang Police Station.


[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] A man in his 30s, a habitual "complainer," who filed a staggering 8,895 cases of "malicious complaints," was finally arrested.


According to the Sasang Police Station in Busan, Mr. A is accused of false accusations and obstruction of official duties after submitting 11 false complaints against five police officers who arrested him in March 2017 on charges including obstruction of official duties. Over three years, he filed a total of 8,895 false complaints and accusations against administrative agencies and others.


Mr. A is also charged with obstructing business by verbally abusing a nurse who tried to calm him down after he loudly cursed during a phone call at a hospital in Geumjeong-gu, Busan, last September.


Since 2017, Mr. A filed 4,406 complaints to the National E-People system, 3,443 to Busan City, 590 to Sasang-gu, and 356 accusations.


The police began a full analysis of the complaints submitted by Mr. A after residents expressed anxiety and administrative officials responsible for handling complaints experienced disruptions in their work.


The police selected complaints involving false accusations, obstruction of official duties by deception, and obstruction of business, and arrested and detained Mr. A.


The charges against Mr. A include 8 counts of injury, 17 counts of false accusation, 10 counts of obstruction of business, 13 counts of obstruction of official duties by deception, and 68 counts of violation of the Information and Communications Network Act, totaling 116 charges. The police explained that there are 26 victims.


According to the police, Mr. A lives in an apartment in Sasang-gu and habitually shouted or cursed at many neighbors over trivial issues. When the other party retaliated, he repeatedly filed complaints and accusations.


He was known to cause disputes by complaining that residents smoked cigarettes, taking photos and reporting neighbors for not using dog leashes, and nitpicking other issues.


When residents resisted, leading to arguments or physical fights, he reported them to the police for insults, assault, or trespassing when they visited his home to protest.


Because residents feared retaliation, they often did not properly report their victimization, leading to repeated similar incidents. Eventually, frustrated residents held a meeting and submitted a petition to the police requesting punishment for Mr. A.


In July, 227 apartment residents submitted the petition. Many residents were socially vulnerable, including the elderly, single-parent families, and people with disabilities, and they seemed unable to respond properly to Mr. A’s complaints and accusations, the police said.


Police investigations revealed that Mr. A indiscriminately filed complaints not only against neighbors but also against administrative agencies such as Busan City, Sasang-gu, and the police station.


He filed complaints through the National E-People system for reasons such as a bus stopping slightly off the bus stop or a used battery collection box containing tissue paper.


If there was even a slight mistake in the response process from the administrative agencies that received Mr. A’s complaints, he immediately filed a lawsuit.


A police official stated, “The indiscriminate filing of complaints caused severe administrative waste, and he even filed a lawsuit against Kim Yo-jong, claiming mental threats from the demolition of the inter-Korean liaison office.”
